2.1.2 Response Actions to Date 

    On June 13, 2012, Trihydro and AVS were on site.

    • AVS continued soil grading in the east bunker tank area and in the backfill source area (northeast corner of site).
    • AVS completed backfilling of the solidification pits.
    • An electrical utility line was identified in the path of one of the planned stormwater system pipeline rerouting excavation areas. Trihydro had Indianapolis Power & Light (IPL) on site to locate the utility lines.
    • AVS was backfilling the west bunker tank with the stockpiled soil staged west of the bunker tanks.
    • Trihydro electronically submitted their Storm Water Management Plan to the City of Indianapolis review.

    On June 14, 2012, Trihydro, AVS, Blood Hound, and IND Wire were on site.

    • AVS continued soil grading in the east bunker tank area, west bunker tank area, and in the backfill source area.
    • AVS stopped backfilling the west bunker tank due to water/soil capacity and graded the remaining stockpiled soil west of the bunker tanks.
      • Per Trihydro the west bunker tank is approximately 30% full of soil.
    • Blood Hound was on site to locate and trace utilities in the stormwater pipeline excavation areas.
    • IND Wire was on site to begin laying out the fence line surrounding the west bunker tank and concrete access pit. No fence gates are included and entrance into the fenced in area will be through the locked Chemical Building only.
    • START Shauna Ross noted a visible oil layer on standing water in the west side of the concrete access pit (approximately 10’x10’).
      • Trihydro deployed three segments of absorbent boom at this locationand per Trihydro they will remain in place.

    On June 15, 2012, Trihydro, AVS, Johanningman Excavation, and IND Wire were on site.

    • AVS/Johanningman began activities at the planned stormwater pipeline areas.
      • Tank 51 Containment – Manway SS14: saw cut concrete, excavated soil, cored concrete wall/manway;
      • Primary Separator Pit – Manway SS12: saw cut concrete, excavated soil, cored concrete wall/manway; and
      • Manway SS09 – Manway SS28 – Ditch Discharge Location: saw cut concrete/asphalt, excavated soil, cored concrete manways, laid 6” PVC, installed gate valve, bedded with sand stockpiled in the northeast area, and overlaid with stone from Tank 51 Containment.
        • Excavated soil contained only construction debris—no discoloration or odors were noted. Excavated soil was staged in the northeast area of the site.
        • Pipe was bedded with sand that had been stockpiled in the northeast area of the site and overlaid with stone that had been staged in the Tank 51 containment.
      • IND Wire began construction of the fence line surrounding the west bunker tank.

    On June 18, 2012, Trihydro, AVS, and IND Wire were on site.

    • AVS vacuumed the oil from the surface of standing water in the concrete access pit.
      • Approximately 700 gal of fluid was vacuumed out containing an estimated 10 gal of oil.
      • AVS hauled the 1 load (700 gal) of oily water from the concrete access pit to the United Waste Water Inc. facility in Cincinnati, OH.
    • IND Wire completed construction of the fence around the west bunker tank and concrete access pit perimeter.
    • AVS completed stormwater pipeline installation in the following areas.
      • Tank 51 Containment – Manway SS14;
      • Primary Separator Pit – Manway SS12; and
      • Manway SS09 – Manway SS28 – Ditch Discharge Location;
    • AVS completed strawing/seeding in the northeast corner of the site.
    • U.S. EPA, START, Trihydro, and PRP Group had a conference call regarding completion of planned site activities.
      • Per Trihydro, all site utilities have been/are being terminated.
      • On June 27, 2012 the PRP Group is scheduled to conduct a site walk with a prospective buyer.
      • All site keys are planned to be given to the PRP Group attorney and/or trustees.
      • Trihydro has posted "no trespassing" signs and a large sign with PRP Group contact information along the site perimeter fence.
