1.1.1 Incident Category

This is a time critical removal action to address contaminated drinking water at an NPL site.

1.1.2 Site Description

The Site is primarily a ground water contamination site. The sources of contamination in this area have been determined to be several commercial operations at the upper end of the contaminant plume. The primary constituents of concern include TCE, PCE, and vinyl chloride. The Site was listed on the National Priorities List on November 14, 1993.

1.1.2.1 Location

The 57th and North Broadway Site is located in the northern region of the City of Wichita, Sedgwick County, Kansas. It is located on the diagonal that runs from the extension of West 58th Street North and Broadway Avenue to the southwest and extends to approximately West 46th Street North and Armstrong Drive. The area where this action was conducted is known as the Riverview area.

1.1.2.2 Description of Threat

PCE has been detected in private well water samples collected by the EPA at this Site as high as 12.0 µg/L which is above the MCL of 5.0 µg/L. PCE is listed as a hazardous substance pursuant to 40 CFR § 302.4. As such, it is a hazardous substance as defined in section 101(14) of CERCLA, 42 U.S.C. § 9601(14).

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

An investigation of the residential area within the Site plume was conducted by the EPA the week of March 12, 2012. The sampling was based on properties with private drinking water wells and located within 500 feet of the current groundwater plume. Approximately 43 residences were investigated, 19 of which were sampled. The rest were not sampled, based on several factors: vacant, refused access, or were actually connected to city water.  Out of the 19 sampled, only two showed PCE above the EPA’s MCL: 5231 Arkansas and 756 West 46th Street.  Confirmation sampling for these two residences was conducted on April 19 and the results were similar to the original results. The residents were contacted and made aware of these results.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The two properties with private wells that exceed MCLs are on streets which have a pre-existing city water main.  The city water main was tapped to connect the homeowners to municipal water.

2.1.2 Response Actions to Date

ERRS subcontracted to a local plumbing company in Wichita (Butler) which initiated work on August 13, 2012.  OSC Nold traveled to Wichita on August 13th to oversee activities.  By the end of the day on August 15th, 756 West 46th Street was completed and using city water.  The residence at 5231 Arkansas was completed as much as possible pending city installation of a water meter.  On August 21st, ERRS completed a final grading of the trenches and seeded, strawed, and watered the exposed areas.  On August 23rd the city installed the meter at 5231 Arkansas and the plumbers completed the hookup at the home on August 24th, putting them on city water with the well water separated and hooked up for outdoor use only.  The delay between August 13th and August 24th was due to drought conditions in the area causing numerous water main breaks within the city which received priority over private work.

All known PRPs have settled to date.  All future actions will be Fund-Lead actions.

    2.2.1 Anticipated Activities

Two private residences were hooked up to permanent municipal water supply.  No other private wells in the area are known to be contaminated at this time.  Therefore, this action is considered complete at this time and all contracting documents under this action memorandum will be closed out.

OSC Nold conducted oversight during the installation of the waterlines from the meters to the houses during the week of August 13, 2013.  Other OSCs (Schademann and Johnson) drove by the properties at different times during the project to take updated photographs.
