In February, 2012, EPA requested that the Agency for Toxic Substances and Disease Registry (ATSDR)  conduct a Health Consultation to assess the vapor intrusion threat within the occupied spaces of buildings 1, 4 and 19. Between January and April of 2012, EPA conducted several rounds of indoor air sampling and provided the resultant data to ATSDR for review. Based on the 12 weeks of data, the final Health Consultation document was submitted to EPA in July 2012. After review of the EPA data, ATSDR concluded that air concentrations of PCE and TCE in the occupied sections of Buildings 1, 4, and 19 (baseball practice areas) represent a public health hazard under certain scenarios, and recommended that immediate steps be taken to stop or reduce exposure to PCE and TCE.

EPA temporarily demobed from the site while it awaited the ATSDR Health Consultation document. As the recommendation from ATSDR is to take immediate steps to stop or reduce the exposures to tenants from PCE and TCE vapors in buildings 1, 4 and Building 19 (baseball practice areas), EPA will commence planning activities to address the vapor pathways.  

An Action Memo Amendment to revise the scope, increase the ceiling and approve an exemption from the $2M and 12 month limit was signed on 8/16/2012.

EPA will continue to work with the A PRP to determine if they are able to contribute to the removal activities required to address the TCE and PCE vapor intrusion issues addressed in the ATSDR Health Consultation document.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

EPA will commence planning activities to address the vapor intrusion issues as addressed in the ATSDR Health Consultation document. 

2.2.1.1 Planned Response Activities

Based on the recommendation from the ATSDR Health Consultation document, additional removal activities are required to address vapor intrusion pathways. Additional removal activities within buildings 1, 4 and 19 may include the following: Reinstallation of the soil vapor extraction unit located between buildings 1 and 4; sealing of the floors and other vapor intrusion pathways; installation of HVAC units to allow a proper air exchange; sampling of indoor air to monitor TCE and PCE levels during the course of the removal action. Other activities may be assessed and implemented, as necessary.

Relocation of the Future Stars business will be required immediately. EPA has developed an Interagency Agreement with the U.S. Army Corps of Engineers to assist with relocations activities. Relocation of businesses located within buildings 1 and 4 will be assessed to determine if is is necessary in order to implement required removal activities.

2.2.1.2 Next Steps

EPA will meet with the owner of Future Stars and the USACE to begin relocation activities.

EPA and Department of Justice (DOJ) attorneys are currently working with the attorney for the PRP to discuss EPA removal activities being planned and to determine if the PRP will be able to to participate in implementing any of the mitigation activities and/or systems required to address the vapor intrusion issues.

2.2.2 Issues

Temporary relocation of tenants occupying buildings 1, 4 and the Future Stars business in building 19 may be necessary in order to implement mitigation activities/systems to address the vapor intrusion issues. Due to the Future Stars business clientele being composed of children ranging from ages 5 through to high school age, Future Stars will be relocated immediately.

EPA is working with DOJ to determine access to the site to commence planning of removal activities required to address the vapor intrusion issues as identified in the ATSDR Health Consultation,
