Additional soil sampling was conducted outside of the building on August 28 & 29, 2012.  Sample analysis confirmend concentrations of heavy metals (lead & arsenic) exceeded the Massachusetts Contingency Plan (MCP) S-3 levels.  Several of the samples contained lead levels that were also above the Massachusetts Upper Concnetration Limit (UCL).

2. Current Activities

2.1.2 Response Actions to Date

The following activities were performed during this reporting period:

-  Remobilized to the Site to begin Phase II of the removal action on September 11, 2012.
-  Decommissioned vats and drums were moved out of the rear yard and back into the building.
-  Greater Lawrence Sewer District (GLSD) hired a contractor to perform a robotic scope of the 42 in cement pipe located across the rear of the property, approximately 2 ft below grade.
-  Received schematic diagrams from GLSD detailing the layout of the sewer pipe, easement & the zone of influence.  Installed steel plates and approximately 2 ft of fill over the plates per GLSD requirements for equipment weight distribution.
-  Installed temporary fencing around the area to be excavated.
-  Excavated approximately 1500 - 2000 cubic yards of contaminated soil from the southeast side of the property and staged for disposal.
-  Pumped approximately 4900 gallons of ground water from the excavation pit into a holding tank.  Water will be properly disposed of once a permit is obtained from GLSD.
-  Areas within the building where the concrete floor had deteriorated were patched with new concrete.  All other holes within the building floor were also patched with new concrete.
-  Lined the excavated pit with poly and began the backfilling operations with approximately 2 ft of 3/4 in crushed stone.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)


EPA obtained written property access from the operator of the Hilton Chrome Corporation, Richard Hilton, and from the property owner, RKM Realty Trust.  Access was also obtained from the neighboring property owner, Spicket Realty Trust, operated by Richard Young.
