1.1.1 Incident Category

1.1.2 Site Description
The site is a private residence amongst agriculture lands located within the boundaries of the Yakama Reservation.  Concrete and demolition debris from a local high school was deposited on site as fill materialBecause the demolition debris came from a high school where an asbestos abatement project had occurred, there was concern that there could be some asbestos containing material (ACM) commingled with the debris.

1.1.2.1 Location

The location of the site is 3690 Ashue Road, Wapato, WA.

1.1.2.2 Description of Threat
There is potential that ACM could be commingled with the demolition debris that could become friable due to weathering which poses a human health hazard.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
ACM was not observed during the initial site reconnaissance nor during the sampling activities.  Bulk, air, and microvac (surface dust collection) samples were collected and sent to an offsite laboratory for asbestos analysis.  The analysis of the microvac samples contained 1 to 9 asbestos fibers per sample.  The analysis of the bulk and air samples were non-detect for asbestos.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
On October 5, 2012, EPA mobilized to the site at 3690 Ashue Road, Wapato, WA where demolition debris from a local high school had been deposited as fill material on a private property.  Employees of  the Yakama Nation Environmental Management Program and Solid Waste met EPA at the site.  While on site, the fill area was visually inspected and air, surface dust, and bulk samples were collected.  After the samples were collected, EPA demobilized from the site and the samples were sent to an offsite laboratory.

2.1.2 Response Actions to Date
Air, surface dust, and bulk samples were collected and submitted for analysis and the fill location was visually inspected for asbestos containing materials.  EPA did not observe suspected ACM on the surface of the debris pile.  The analytical results indicate that asbestos was not detected in the bulk nor air samples submitted.  Of the four surface dust samples analyzed, 1 asbestos fiber was detected in three of the samples and 9 asbestos fibers were detected in one of the samples.

An investigation to identify potentially responsible parties (PRPs) is underway.

  • Risk determinaton of asbestos in air affecting public health; 
  • Appropriate clean up action level of asbestos in debris pile;
  • Determine the quantity of asbestos buried within the debris pile;
  • Coordinate governmental engagement between local, Tribal, and federal entities;
  • Consult other concerns with the Yakama Nation.
