Additional soil sampling was conducted outside of the building on August 28 & 29, 2012. Sample analysis confirmend concentrations of heavy metals (lead & arsenic) exceeded the Massachusetts Contingency Plan (MCP) S-3 levels. Several of the samples contained lead levels that were also above the Massachusetts Upper Concnetration Limit (UCL).

2.1.2 Response Actions to Date

The following activities were performed during this reporting period:
- Completed backfilling the southeast side of the property with clean fill.
- Disposed of the contaminated soil from the southeast side of the property at an EPA approved facility.
- Excavated approximately 1000 cubic yards of contaminated soil from the northeast side of the property.
- Backfilled the northeast side of the property with clean fill.
- Disposed of the contaminated soil from the northeast side of the property at an EPA approved facility.
- Over night on November 15th, a portion of the northeast wall and roof collapsed due to the continual deterioration of the building. A 12 ft permanent fence was installed in adjacent to the collapsed wall to prevent any activity in the area.
- A permit was obtained from the Greater Lawrence Sewer District (GLSD) to dispose of the ground water from the 4900 gallon holding tank on site. Ground water was discharged to the interceptor located on the property next door.
- All openings in the building were boarded up and secured with 2" x 4"s and plywood.
- Installed a permanent 8 ft fence, with 3 strands of barbed-wire across the top, around the perimeter of the property, with a 10 ft gate located at the back of the property.
- Greater Lawrence Sewer District (GLSD) hired a contractor to perform a post excavation robotic scope of the 42 in cement pipe located across the rear of the property.
- Repaired all response related damage.
- Demobilized from the Site on December 18, 2012.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
EPA obtained written property access from the operator of the Hilton Chrome Corporation, Richard Hilton, and from the property owner, RKM Realty Trust. Access was also obtained from the neighboring property owner, Spicket Realty Trust, operated by Richard Young.
