On February 24th, the NRC contacted the USEPA and informed them of an oil spill near Woodville, TX. OSC Mike McAteer was dispatched to the scene to determine the size and scope of the incident. NRC Report# 1039285 stated that the incident was discovered in Otter Creek on February 23rd at 1648 local incident time. Pipeline operator Sunoco had established a clean up contractor the evening that the spill was discovered to begin using boom and vacuum trucks for containment and recovery. Most recent estimates from Sunoco state that 550 bbl were released.

2. Current Activities
  2.1 Operations Section
    OSC McAteer activated START-3 by 1430 hours on 2/24/13 for mobilization to the incident location to perform Tier I documentation and oversite of RP activities. Upon arrival at the site at 1830, it was determined that boom placements and skimming activities would continue through the night and that EPA would meet with RP incident command the next morning to assess planned site activites.

Review RP planned activities as well as observe creek conditions and progress of cleanup activities.
2.2.1.1 Planned Response Activities
Sunoco will continue to staff clean up contractors to begin product recovery and debris cleanup efforts along Otter Creek tributary downstream from leak site.  Sunoco plans to have 121 contractor crew staff in Otter creek to start oil cleanup activities on Monday Feb 25.

Physical access at remote sections of the creek are slowing recovery process.  The incident location is heavily wooded.
