CERCLA Time-Critical Removal Action and Removal Site Investigation. Initially RP lead under a CERCLA UAO with the Lapwai School District. After initial removal work under the UAO and subsequent determination that additional site investigation will be necessary to characterize the extent of and threat posed by the remaining contaminant plume, the School District requested that EPA take over remaining work because they reportedly lacked the financial resources to be able to carry on the necessary work.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA determined that, based on known history of the site, the sample results from the drywall and the proximity to a drinking water supply well and potential exposure to children at the adjacent elementary school, a time-critical removal action to remove contaminated dry well sludge and cleanup associated contaminated soils, was necessary. On January 16, 2013 EPA Region 10 issued a CERCLA Unilateral Administrative Order (UAO) to the Lapwai School District, requiring removal of the dry well contents and the dry well itself, and cleanup of associated contaminated soils. The UAO required characterization and proper disposal of removed and excavated materials, and confirmation sampling and analytical results of remaining soils in the side walls and bottom of the excavation pit. Work per the UAO was completed on February 5, 2012. Sample analytical results reported on February 25, 2013 indicate that high levels of TCE, PCE and some other VOCs remain in soils beyond the 14.5 foot extent of excavation of the earlier removal. Additional CERCLA 104(b) removal site investigation activity will be necessary to fully characterize the extent of and threats posed by the remaining contaminant plume.

2.1.1 Narrative
he EPA OSC, Lapwai School District, their contractor (Strata) and Nez Perce Tribe mobilized on site Monday, February 4, 2013. Conducted response action and demobilized on Tuesday, February 5, 2013. On March 7, 2013 the OSC, the Lapwai School District and their contractor held a teleconference to discuss data and a proposed investigative approach to evaluate remaining contamination at the site. EPA had proposed an investigative approach that would require installation of soil borings and monitoring wells. The School District had scoped the cost of doing such work and had determined that they did not have the financial resources to carry on the necessary work, and requested that EPA take over the lead for additional necessary work at the site. The School District indicated that they would continue with managing appropriate disposal of excavated and stockpiled waste that remains at the site, and then be done except for coordination with EPA.

Owner and operator of the facility is the Lapwai School District.
2.1.4 Progress Metrics
Approximately 30 cubic yards soils and 7 drums of sludge were removed from the dry well and surrounding excavation, and are temporarily stockpiled on site awaiting finalization of disposal plan.

OSC tasked EPA START contractor to evaluate existing data and geologic information, and develop a site-specific sampling plan (SSSP) to investigate the extent of and threats posed by the dry well contaminant plume. OSC anticipates mobilization for field investigative activities in mid to late April
