Harbor Island Response to Oil Spills entering Puget Sound
1.1.2.2 Description of Threat
Earthquake magnitude of 6.7 and aftershocks. Oil has spilled into Puget Sound off Harbor Island with a preliminary estimate of 40,000 barrels of oil. On the island, shipping containers of unknown materials have toppled over. Spill secondary containment has been damaged as well as facilities and storage tanks. A large smoke plume is emanating from fires on Harbor Island.
Facilities on Harbor Island:
1. Rainier Petroleum Corporation
2. Shell Oil Company
3. BP Oil Company
4. The Olympic Pipeline travels to the mainland off of the island.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Air Monitoring to date results are an below OSHA PELs, and there were no new hits on any levels of contaminants. EPA will continue air monitoring through this operational period, and provide and evacuation plan in the event conditions change.

2.1 Operations Section -
OSC recon teams are in the field doing preliminary assessments.
EPA will coordinate with all other responding agencies, to ensure the protection of health and safety of the public as well as response personnel. Assess the nature and extent of contamination from releases and recover released oil and hazardous materials. Perform environmental monitoring, ensure public and stakeholders receive accurate information.
2.1.2 Response Actions to Date
Vehicles have been dispatched to Harbor Island for transporting stranded people. Medical and law enforcement personnel are on scene, a triage has been staged for stabilizing injured people.
EPA requested additional resources from the state EOC for air monitoring, rescue personnel. State responders are deploying Area Rae's for monitoring public health and safety.
EPA is planning to divide the areas for response into North, West and East divisions on Harbor Island.
Oil containment divisions are deployed to the staging areas at the West and North Divisions.
EPA will provide data and technical assistance to local emergency responders and public health personnel to support evacuation decisions.

Also planning for long term response to HHW.
2.2.1.1 Planned Response Activities Responders have been requested to provide a 24 hour response to the Harbor Island Oil and other Hazardous Materials Spills.
2.2.1.2 Emergency response groups are on standby at the warehouse. The disposal group is standing up 5/11/2013. Aspect fixed wing aircraft is on it's way estimated arrival is 5/11/2013 at 0700.

One safety officer has been assigned to Terminal 18.
1. After shocks continue, in the event of a large after shock drop, cover, and hold until the after shock passes.
2. All field personnel are required to where proper PPL when in the field at all times.
3. PFD's required for any near or on the water field workers.

Has compiled a list of all participating and cooperating agencies, federal, state and local tribal governments. As well as private parties and NGO's. All inquiries from government agencies and NGO's may be directed to the Liaison office.
