1.1.2 Site Description
The Crooked River Fryer Oil Release is the site of an oil discharge.  The discharge was due to a vehicular accident near the intersection of M-68 and M-31.  The accident involved a passenger vehicle and a semi-truck carrying used fryer oil.  The accident resulted in the release of approximately 2,500 gallons of fryer oil from the truck.  The fryer oil entered the storm sewer system in the M-31 right of way and was released to the Crooked River via the storm sewer.

1.1.2.1 Location
Near the intersection of M-68 and M-31 in Alanson, Emmet County, Michigan.

1.1.2.2 Description of Threat
On June 11, 2013 fryer oil was discharged into the Crooked River from a vehicular accident.  On June 12, 2013 the United States Coast Guard (USCG) reported a release of fryer oil to the Crooked River (NRC 1050114).  On the morning of June 12, 2013 USCG personnel arrived on-scene and documented fryer oil in the Crooked River. 

U.S. Environmental Protection Agency (EPA) On-Scene Coordinator (OSC) Paul Atkociunas documented that fryer oil traveled approximately 3.9 miles from the point of the release along the Crooked River.  On June 12, 2013 at approximately 1600 hours OSC Atkociunas assumed federal control of the incident from the USCG.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA observed product in the storm sewer system and in the drainage ditch leading to the Crooked River.  EPA also documented pockets of product along 2.2 miles and pockets of sheen along approximately 3.9 miles of the Crooked River.  The responsible party mobilized contract support and began to collect oil in the sewer system and drainage ditch at approximately 1620 hours on 6-12-13.

2.1.2 Response Actions to Date
EPA, USCG, Alanson Fire Department and Michigan Department of Environmental Quality (MDEQ) responded to the Crooked River Fryer Oil Release Site.  On June 11, 2013 the Alanson Fire Department contracted the installation of sorbent boom in an oxbow immediately down river of the release point and at the confluence of the drainage ditch and Crooked River.  The responsible party mobilized multiple contractors and initiated cleanup operations on June 12, 2013.  Initial cleanup operations consisted of the following: deployment of additional sorbent boom in the drainage ditch; application of sorbent pads within the drainage ditch; the removal of product from the drainage ditch via vacuum truck; and the removal of product from the storm sewer system via vacuum truck.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On June 12, 2013 OSC Atkociunas issued a written Notice of Federal Interest to the PRP.  On the morning of June 13, 2013 at approximately 0600 hours OSC Atkociunas issued a verbal Notice of Federal Interest to the PRP.
