1.1.2 Site Description
On 7/16/13 it was reported to Idaho State Communizations Center that a 500 gallon capacity above ground fuel tank containing approximately 250 gallons of unleaded gasoline was lodged on an island in the Salmon River approximately 30 miles NNW of Salmon. The tank was carried into the River from a private residence by a mud slide that occurred on 6/29/13. Since the mud slide there had been several reports from boaters seeing fuel discharging from the tank, but it was not reported to the State until over 2 weeks later. On 7/16/2013, EPA was requested to respond by the State of Idaho and U.S. Forest Service.
1.1.2.1 Location
Main stem of the Salmon River, along the Salmon River Road approximately 2.5 miles downstream from Owl Creek confluence, west of Shoup, Idaho.
1.1.2.2 Description of Threat
500 gallon capacity fuel tank with reported 250 gallons unleaded gasoline at the time it was carried into the river by a mud slide on 6/29/13, reported by passing boaters to be discharging fuel and creating sheen on the Salmon River as late as 7/14/13. Unknown how much if any fuel remained in tank at the time it was reported to State of Idaho and EPA on 7/16/13.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
OSC determined that the tank was discharging oil or presented a substantial threat of discharge of oil to the Salmon River, which is a navigable water of the United States.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
On 7/16/13, EPA OSC requested emergency Endangered Specied Act (ESA) consultation with NOAA Fisheries because of potential for impact to endangered Chinook Salmon from response activities in the Salmon River. On 7/17/13, OSC met with local NOAA Fisheries personnel in the office in Salmon, Idaho to discuss likelihood of impact to Chinook Salmon from response activities, which was thought to be low, and reasonable measures to mitigate potential for impact.
EPA OSC responded with ERRS contractor on 7/17/13 and met on site with Lemhi County Sheriff and U.S. Forest Service Hazmat Coordinator.
2.1.2 Response Actions to Date
On 7/17/13, ERRS contractor tracked across river to tank with mini excavator and found it to be almost empty. Found that the cap for the vent pipe was missing, which is probably where the fuel exited the tank. Lifted tank onto the nearby island and drained the remaining contents, approximately 2 gallons, into a sealable 5 gallon bucket. The contents was mostly water with some gasoline odor and sheen. Carried empty tank back across river and returned it to the property owner to whom it previously belonged.
On 7/18/13, EPA OSC discussed the response with NOAA Fisheries local contact in Salmon, and agreed that response action had no likely adverse impact on endangered Chinook Salmon, and that no further followup would be necessary for the emergency ESA consultation, unless otherwise notified by NOAA Fisheries.
