1.1.2 Site Description
A time critical removal action was completed at the United Community Hospital site on August 14, 2013. As the crew was completing final waste disposal, we discovered that 5 full drums and 1 empty drum had been abandoned in the field behind the facility sometime during the removal action. The contents of the drums was initially unknown, as most were unlabeled, and we were uncertain that the ones that were labeled were labeled correctly. An emergency response action was initiated to secure, characterize and arrange for proper disposal of these drums.
1.1.2.1 Location
The site is located at 2401 20th Street, Detroit, Wayne County, Michigan, 48216. The location coordinates for the site are latitude 42.329895o and longitude -83.083995°. The site is situated west of 20th Street, south of Michigan Avenue, east of I-75, and north of West Vernor Highway.
1.1.2.2 Description of Threat
The presence of full drums of suspected hazardous substances outside, without secondary containment is a threat to public health and the environment.The suspected hazardous substances located on site have the potential to be released through container degradation or vandalism, and migrate off-site and into ground and surface waters. These chemicals could be ingested by children and pets; tracked off-site by visitors and trespassers; and spread throughout the area, into residential homes, and businesses. Release of these chemicals could impact the shallow groundwater aquifer. There is a potential for direct contact with the hazardous substances because access to the site is not restricted.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Planned removal activities on-site included:
a) Developing a site-specific Health and Safety Plan to cover the emergency response activities;
b) Securing, staging, sampling and characterizing drums;
d) Consolidating and packaging all materials containing hazardous substances, pollutants and contaminants for transportation and off-site disposal; and
e) Transporting and disposing of all characterized or identified hazardous substances, pollutants, wastes, or contaminants that pose a substantial threat of release at a Resource Conservation and Recovery Act/CERCLA-approved disposal facility in accordance with EPA’s Off-site Rule (40 C.F.R. § 300.440).
2.1.2 Response Actions to Date
On 8/15/13, OSC Nightingale and an ERRS crew mobilized to the site. Exclusion and contamination reduction zones were established. Drums were numbered 1-6, and photographed. Preparations were made to monitor drums visually and with the multiRAE, and collect samples from each of the five full drums. In Level B personal protective equipment (PPE), the ERRS crew opened each drum, monitored it with the multiRAE and collected samples for hazard characterization. Samples were characterized by the onsite Response Manager/ Chemist. Analyses indicated that the drums contained a waste oil water mixture. At approximately 1600, the drums were picked up by PSC Environmental and transported off site for disposal.
