1.1.1 Incident Category

Abandoned Plating Shop DTSC ERA and EPA CERCLA Funded Removal Action

1.1.2 Site Description

See POLREP No. 1.  The plating line and water treatment system have been removed from the building.  The plating area has been decontaminated.  The concrete floor where the plating line was is highly degraded and leaching chromic acid and other plating solutions

1.1.2.1 Location

See POLREP No. 1 for more information.  The site is located at 130 W. Mindanao Ave., Rialto, San Bernardino Co., CA.

1.1.2.2 Description of Threat

See POLREP No. 1.  All hazardous substances have been removed from the site and transported to CERCLA Off-Site approved facilities.

On August 27, 2013, the START contractor collected four sub slab surface soil samples.  The slab was cored by a subcontractor to the ERRS contractor.  During the coring of the slab, two of the concrete cores completely disintegrated due to the highly degraded nature of the concrete floor.  The core from the sample next to the chromic acid black showed evidence of chromic acid staining from the surface of the core all the way to the bottom of the slab.  The other two concrete cores in the plating line (disintegrated) both had a yellowish green discoloration of the concrete indicative of plating solution contamination.  The soil beneath the slab in the plating lines also had the same tint on the surface.  The samples were submitted to a START BOA lab for total, TTLC and STLC metals analysis on a standard turnaround.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The DTSC ERA and EPA CERCLA removal action has been completed.  The site will be referred to the SARWQCB for oversight of the sub-slab soil remediation.  The removal action was started on August 19, 2013 and completed on August 28, 2013.  All EPA assets were demobilized by August 28, 2013.

2.1.2 Response Actions to Date

August 27, 2013:  See 1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results section for the description of the day's activities.

August 28, 2013:  All waste was transported off-site for disposal to CERCLA Off-Site Disposal Rule approved facilities..  OSC Wise, Civil Investigator (CI) C. Whiteneck and the START met with the PRP to discuss the soil sampling, the site's referral to the SARWQCB and to turn custody of the site back to him.
 
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

See POLREP #1.  CI Whiteneck is continuing to investigate the financial situation of the land owner.  CI Whiteneck is also working with the landowner to recover the monies paid for the plating equipment.

The waste listed in the table below is for the EPA Fund Lead Removal Action only and does not cover the waste disposed of by DTSC during their removal action at the site.
