9/11/2013

The work conducted at Pier 99 on Wednesday September 11, 2013 consisted of brush clearing down to the 17.6' high water line. The work was conducted using weed eaters and pitch forks. No additional sources of potentially hazardous substances were identified during the brush clearing. As anticipated, more buried metal was found along the slope when the plastic sheeting was removed. 

Visitors at the site included: APEX's project manager and geotechnical engineer, two personnel from the Multnomah County Drainage District, and an inspector from the Oregon Department of Transportation (ODOT). The geotechnical engineer assessed the steep slope below the building and does not anticipate any significant issues with re-grading the slope.

9/12/2013 

The work conducted at Pier 99 on Thursday September 12, 2013 consisted of brush clearing down to the 17.6' high water line, and installation of the silt fence from the I-5 Bridge to the walkway adjacent to the Pier 99 building. During brush clearing, two piles of green sand were identified. Headspace and sheen tests were both negative (MiniRae made by Rae Systems was used to conduct these tests). However, the green sand is very likely sand blast material. APEX and Terra Hydr agreed to include the material in the contaminated soil stockpile. 

An inspector from ODOT was on site today to verify that the silt fence was installed correctly. The inspector approved the silt fence. 

Milton Brown, the land owner visited the site in the afternoon. He talked to the OSC about his concern on the amount of time EPA and START were spending on the site. He was told that the need to have oversight at the site will be continuously assessed depending on on-site work and that most likely the EPA presence will be less during the rest of the work.

The APEX project manager and geotechnical engineer were on site to assess the steep slope below the Pier 99 building after brush clearing was completed. They are planning to provide a memo that explains their modifications to the work plan around 1200 on Friday September 13, 2013.

9/13/2013

The work conducted at Pier 99 on Friday September 13, 2013 consisted of completing the installation of the silt fence along the 17.6’ ordinary high water line, removing metallic debris on the west side of the Pier 99 building, and excavating soil in the area of the assumed gravel filter outfall.

More green sand (sandblast material) was found while excavating in the area where the gravel filter outfall was expected to be. The gravel filter outfall was not identified in the two small excavations.  

During removal on the metallic debris on the west side of the Pier 99 building, burned material was found within the debris. This burned material was placed in the contaminated soil stockpile area. In addition, the metal cylinder (boiler) that was pulled from the slope to the west of the Pier 99 building was found to contain an oil/water mix. The oil is likely due to residue left in the cylinder. Approximately 1 gallon of the oil/water mix spilled on the ground during removal of the cylinder. The contaminated soil was removed and placed within the contaminated soil stockpile area. PID screening indicated 0.0 ppm inside the inlet to the cylinder. A PVC pipe was inserted into the cylinder to check for oil. The PVC pipe was coated in a thin film of black, oily sludge. The cylinder was stabilized in the parking area and sealed to prevent leakage over the weekend. 

Apex submitted a memo describing the geotechnical reconnaissance of the pier riverbank and a design for stabilization of a portion of the bank to EPA and MCDD for approval today at 7:30pm.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
A PRP has been identified and is conducting removal action under the oversight of the United States Environmental Protection Agency and in accordance with an Administrative Settlement Agreement and Order on Consent pursuant to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The PRP has contracted Apex Companies, LLC. to design and implement the removal activities.

  2.2 Planning Section
    2.2.1 Anticipated Activities
Continue working on the bank stabilization, remove gravel filter, clean and remove discharge line.

2.2.1.1 Planned Response Activities
Continuation of vegetation removal from the bank, installation of silt fence, and placement of jute matting and seeding of the bank. The gravel filter area and discharge/outfall from the filter will be removed as outlined in the work plan and collection of confirmation sampling in the gravel filter area.

2.2.1.2 Next Steps

On September 16, 2013 Terra Hydr is planning to pump the contents of the cylinder into 55-gallon drums for disposal. The cylinder will be disposed of as required by the metal recycler. Following a utility locate, additional excavations will be conducted to identify the extent of the buried green sand.

A green sand was identified during brush removal on 9/12/2013 that is assumed to be sandblast material and will be included in the contaminated soil stockpile.
