1.1.2 Site Description
The Springfield Iron Company originally occupied approximately 50 acres on the north side of Springfield, east of Factory Street and south of Griffiths Avenue. The Springfield Iron Company was north of what is now Ridgely Avenue and mostly west of what is now 14th Street. A portion of the Springfield Iron Company extended east to the present location of the Chicago and Illinois Railroad. The Site currently is occupied by a mix of commercial and residential properties that include warehouse space, wholesale merchandise storage, a plumbing service company, a taxi company, an electrical substation, a large city water storage tank, and a city backup electrical generator. Residential properties occupy the southernmost part of the Site property and border the Site to the east, north, and south. The Chicago and Illinois Railroad is located west of Site. A mix of industrial, commercial, and residential properties exist west of the Chicago and Illinois Railroad.

1.1.2.1 Location
The Site is located at approximately 1900 Factory Street in Springfield, Sangamon County, Illinois. The Site’s geographical coordinates are 39°49’36.68” North latitude and 89°38’13.01” West longitude.

1.1.2.2 Description of Threat
EPA documented the presence of hazardous substances and pollutants during its Site Assessment activities conducted on August 28 and 29, 2012. The following hazardous substances were found in soils and surficial coal tar at levels that exceed their respective RMLs: 2-methylnaphthalene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene,nbenzo(k)fluoranthene, dibenz(a,h)anthracene, dibenzofuran, indeno(1,2,3 -cd)pyrene, and naphthalene. These contaminants pose a threat of release by migration and surface exposure.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Based on site assessment results, the Site poses an imminent and substantial threat to the public health or welfare of the United States or the environment. Hazards identified at the Site include the following:
    Coal tar in soil migrating to the ground surface, including public sidewalks
    Soil at ground surface contaminated with SVOCs at concentrations exceeding U.S. EPA RMLs
    Soil at 2 to 6 feet bgs contaminated with metals and SVOCs at concentrations exceeding U.S. EPA RMLs

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

From October 12, 2013 to October 18, 2012, ERRS activities included:

  • Continued excavating and hauling away coal tar impacted soil and debris
  • Additional sections of Factory Road were broken up and removed

START conducted air monitoring with an AreaRae network around the workzone and screened for benzene regularly in the work zone with an UltraRae.  There were no significant air monitoring detections.  START also collected soil samples in completed excavation areas for confirmation.

2.1.2 Response Actions to Date
During the week of September 9-13th, site personnel mobilized to the site and began site set-up tasks. This included trailer installation, equipment delivery, and temporary perimeter fencing installation.

Excavation of coal tar solids and impacted soil in Area 1 (south) occurred from 9/16/13 to 9/23/13.  Confirmation soil samples were collected by START and submitted for laboratory analysis.  The results showed no exceedances of EPA RMLs for lead, vanadium, or benzene.  Area 1 was backfilled and compacted beginning on 9/26/13.

From September 30, 2013 to October 11, 2013, the team moved to the northern end of the Site.  ERRS activities conducted during included:

  • Installation of temporary fencing around the work zone
  • Demolition of low, metal fence west of Tony's Electric
  • Coordination with Pacesetter Tree Service to remove tree west of Tony's Electric
  • Conducted a site walk with bidders for street repair when work is completed
  • The eastern half of Factory Road and sidewalk was broken up and removed
  • Started excavating and hauling away coal tar impacted soil
The City of Springfield closed Factory Road and installed a water main valve south of the work zone.  The fire hydrant in the excavation area has been removed.

  2.2 Planning Section
    2.2.1 Anticipated Activities
US EPA's contractor Environmental Restoration will continue excavating soil in Areas 2-4 (northwest portion of the Site) next week.

2.2.1.1 Planned Response Activities
US EPA's contractor Environmental Restoration will excavate soil at a minimum down to 2 feet below ground surface to removal coal tar product and impacted soil. Waste will be loaded into trucks and shipped off site for disposal. Confirmation samples will be collected from the excavated areas to document the removal of constitutes of concern. The excavated area will then be backfilled with clean fill and restored to the original grade level.
