1.1.2 Site Description

1.1.2.1 Location
The incident location is at 15910 Dixie Highway, Unicorporated Kenton County, KY.

1.1.2.2 Description of Threat

A single-vehicle transportation accident occurred when a tanker truck loaded with 8,600 gallons of unleaded gasoline went off the road going southbound on U.S. Highway 25 at the intersection with Derby Drive and Old Lexington Pike.  The tanker rolled off into a field and discharged approximately 3,500 gallons of gasoline onto the land surface.  The driver was transported to the hospital with minor injuries.

The release posed a substantial threat of an oil discharge potentially affecting a drinking water intake along the surface water pathway to navigable waters  The drinking water intake is on Bullock Pen Lake, which is located 2.5 miles downgradient of the site via an unnamed tributary.  Approximately 26 miles further downstream along the continuous surface water pathway is the Ohio River, a navigable water of the United States. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

OSC Smith was dispatched by the Region 4 Duty Officer at 1400 hrs. EDT at the request of the Kentucky Department for Environmental Protection (KDEP), and arrived onscene at approximately 1615 hrs. EDT.  Upon arrival, the OSC was briefed on the incident by local and state officials.  At that time, the gasoline spill had saturated soils in the immediate vicinity of the wrecked tanker, and had flowed down hill about 200 feet  in a southwesterly direction to a drainage ditch running at the foot of a railroad embankment.  Gasoline product was dammed up at that point behind a berm constructed by a public works crew.  Reconnaissance by the OSC and the KDEP indicated that the spill had not migrated further, based on a lack of gasoline product at the entrance and exits to a nearby culvert passing beneath the railroad embankment.

2.1.2 Response Actions to Date
The Responsible Party (RP) is Lewis Transport, Inc. out of Campbellsville, KY.  The RP hired Gra-Kat Environmental (Gra-Kat) out of Shelbyville, KY to mitigate the effects of the discharge.  In addition to recovering approximately 1,000 gallons of product on October 22, Gra-Kat also constructed an earthen underflow dam in the drainage ditch to impound any residual gasoline product migrating along the land surface.  As of October 23 at 1200 hrs. EDT, no gasoline product had accumulated behind the underflow dam.

On October 23, Gra-Kat excavated a 4 foot deep trench to intercept any gasoline product migrating through the subsurface away from the spill site.  As of October 23 at 1200 hrs. EDT, there was only a small seep of gasoline product which was accumulating in a single spot within the trench.  The indications are that the gasoline has largely saturated a significant volume of soil at the site which will require removal under KDEP oversight and direction.

On October 23, the OSC demobilized from the spill site at approximately 1200 hrs.EDT

The RP's insurers (Tennco Services) retained Potesta and Associates (Potesta) out of Charleston, WV to characterize the extent of contamination. Potesta indicated that a drilling crew would be onsite on October 24 to set temporary wells in order to evaluate a potential subsurface migration pathway.
