1.1.1 Incident Category

1.1.2 Site Description
The site is a private residence amongst agriculture lands located within the boundaries of the Yakama Reservation.  Concrete and demolition debris from a local high school was deposited on site as fill materialBecause the demolition debris came from a high school where an asbestos abatement project had occurred, there was concern that there could be some asbestos containing material (ACM) commingled with the debris.

1.1.2.1 Location

The location of the site is 3690 Ashue Road, Wapato, WA.

1.1.2.2 Description of Threat
There is potential that ACM could be commingled with the demolition debris.  If ACM is present, it could become friable due to weathering.  Friable asbestos poses a human health hazard.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
ACM was not observed during the initial site reconnaissance nor during the sampling activities.  Bulk, air, and microvac (surface dust collection) samples were collected and sent to an offsite laboratory for asbestos analysis.  The analysis of the microvac samples contained 1 to 9 asbestos fibers per sample.  The analysis of the bulk and air samples were non-detect for asbestos.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
The scope of this removal action is to remove all of the debris from the Wapato High School demolition and transport the debris off site.  The PRPs will use an excavator to remove the demolition debris attributable to the Wapato High School demolition project.  This includes concrete, river rock, soil, and any other debris found commingled with the Wapato High School demolition waste.  Excavated material will be placed into trucks.  The trucks will be decontaminated on a constructed decontamination pad and the material in the truck beds will be covered for transport.  The debris will be hauled to appropriate landfills for deposition.

2.1.2 Response Actions to Date

Thursday, November 14 to Friday, November 22, 2013: 
  • Excavation of the waste pile began and occurred every day during the reporting period.  A total of approximately 2000 cubic yards (167 single truck loads) of demoliton debris were excavated, loaded, and transported to the Anderson Pit landfill for disposal.  In a typical work day, an average of 336 cubic yards/28 single truck loads of material are removed from site and disposed.
  • Personal air samples were collected from site workers for the first three days of work.  All analytical results were less than the Permissible Exposure Limit (PEL) and workers were allowed to down grade to Level D personal protective equipment.  Personal air samples will  be collected at least once per week hereafter.
  • Ambient air samples have been collected every day at three locations on the periphery of the work site: upwind, downwind, and at the fence line between the work site and the property owner's residence.  The purpose of these samples is to determine if fugitive dust with asbestos is releasing from the site as a result of removal activities.  All analytical results were less than the PEL which indicates thet dust control activities are adequately preventing asbestos release in dust..
  • General observations regarding the waste pile contents:  95% of the demoltion debris is concrete slabs, river rock, and soil.  ACM has not been found.  Below the demolition debris is a wide variety of material, including tires, woody debris/stumps, appliance parts, bricks, and general trash.  Three drums/containers have been found.  All drums/containers were crushed, empty, and without labels.  There has been no evidence of hazardous substances encountered.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
This work is being conducted by a group of PRPs per an Aministrative Order on Consent signed September 9, 2013.
