1.1.1 Incident Category

This is a time-critical, fund-lead removal action to address the release of chlorinated compounds from a grain-storage facility.

1.1.2 Site Description

Garvey Elevator operated a grain-storage/processing facility at 2315 West Highway 6, Hastings, Nebraska. Past releases of carbon tetrachloride, which was utilized as a grain fumigant, have contaminated soils and groundwater. Garvey Elevator participated in the Nebraska Department of Environmental Quality Remedial Action Plan Monitoring Act Program (RAPMA) in 1995. Since then, Garvey Elevator installed several monitoring wells, a soil-vapor extraction (SVE) system and a groundwater extraction system, and supplied some 30 area residences and business with bottled water. In December 2003, NDEQ referred the site to the EPA. In spring 2008, the EPA was notified that Garvey Elevators intended to file for bankruptcy and would discontinue operation of the system and suppling bottled water.

The EPA remedial program took over operations at the site in July 2012. The site remained open in the removal program until the Record of Decision (ROD) was finalized in the event any issues arose that would require removal action. The ROD was finalized on September 30, 2013. No removal action was conducted between July 2012, and the ROD date.

1.1.2.1 Location

The Garvey Elevator site is located at 2315 West Highway 6, Hastings, Nebraska.

1.1.2.2 Description of Threat

The groundwater contamination plume extends some four miles downgradient (east, southeast of the site) and is approximately one mile wide.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In 1994, carbon tetrachloride (CCL4) was identified in environmental samples as part of a Phase I Site Assessment.  Since then, over 36 monitoring wells have been installed with the highest concentration of CCL4 at 29,943 micrograms per liter (ug/L). At least 40 privately-owned domestic and comercial wells have been sampled with concentrations ranging up to 300 ug/L. The Safe Drinking Water Act Maximum Contaminant Level (MCL) for CCL4 is 5 ug/L. Numerous on-site investigations have been completed at the site since 1994. Key findings from the investigations include:  the dectection of CCL4 at 884 micrograms per kilogram (ug/kg) in soils; the detection of CCL4 at 29,943 ug/L in on-site groundwater; a CCL4 plume that extends some four miles downgradient of the site.

 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The initial fund-lead Action Memorandum was signed in August 2006.

2.1.2 Response Actions to Date

Major actions conducted under the Action Memorandum included:

  • In 2009, municipal water lines were extended on Showboat Boulevard and Wabash Avenue and 13 homes were connected that were being impacted by the plume (many of those residents had been on in-house treatment systems and connection to a municipal line was deemed more cost effective in the long run).
  • In 2010, a third municipal line was extended on Baltimore and five additional homes were connected. There are currently no known private wells being impacted above respective MCLs.
  • The groundwater recovery and SVE systems installed by the PRP were not functioning when the Action Memorandum was signed. Numerous and various activities were conducted to bring both systems on line. Some of the major steps were to enclose the control systems, which were largely open to the elements; replace a collapsed well; replacement of numerous well pumps, motors and sensors; plumbing and electrical repairs; and regular cleaning of the well vaults.
  • Near daily checks of the system. This was accomplished initially through the EPA securing an area engineer that was eventually transfered to the START contract.
  • Routine sampling of both extraction systems.
  • Routine sampling of residential wells outside the area of the extended municipal lines to verify that the plume had not impacted additional wells.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Garvey Elevator is in bankruptcy.

2.1.4 Progress Metrics

  2.2 Planning Section
    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activitie

The remedial program assumed operation and maintenance of the systems on July 31, 2012. The removal program remained engaged until the ROD was finalized September 30, 2013, in the event immediate actions were required (e.g., the plume impacted another residence). In the end, there were no significant removal actions taken since July 2012.

2.2.1.2 Next Steps

No additional removal activities are anticipated.

2.2.2 Issues

No special issues have been identified at this time.

  2.3 Logistics Section
    The on-site crew varied considerably. During normal operation, a START subcontractor provides a daily system check and ensuring report. During sampling of the SVE and groundwater network, two START personnel and the OSC are normally present.

Health and safety meetings were held only during site activities. No health and safety issues were encountered throughout the removal programs actions despite many labor intensive actions (e.g., drilling and well installation, installion of water mains).
