2.1.2 Response Actions to Date (02/02/2014)
Response actions continue. Unified Command consists of the EPA OSC, CSX and the Florida Department of Environmental Protection (FDEP).
Four railcars with ninety-six percent concentration phosphoric acid were derailed into Fletcher Creek. At least one tank car has leaked. Each railcar contains approximately twelve thousand gallons. The EPA OSC has entered into a unified command with CSX and the Florida Department of Environmental Protection (FDEP).
The Unified Command identified the following Incident Objectives for this operating period:
Safety of personnel and surrounding community
Manage coordinated response effort
Keep stakeholders informed of response activities
Non-hazardous commodity rail car staging (completed)
Hazardous commodity rail car removal
Environmental mitigation and restoration
Railroad service restoration (completed)
By 2100, 2/02/2014 the following actions were completed or are still ongoing.
Non-Hazardous Commodity Rail Car Removal
All non-hazardous cars have been moved to the staging pads (19 of 19 non-haz cars staged) (100%)
Hazardous Commodity Rail Car Removal
Access roads and staging pads complete (90%)
Perform tank car damage assessment (Continuous)
Equipment staged for acid transfer (100%)
3 receiving tank trucks staged onsite and 5 off site.
Corrosive Liquid Transfer Work Plan drafted
Product transfer (to begin on 2/3/2014)
Railroad Service Restoration (complete)
Environmental Mitigation and Restoration
Conducted water quality monitoring at a total of 11 stations.
Remove contaminated surface water (16,000 gallons staged for off-site disposal)
Continue to submit surface water quality monitoring results (continuous)
Survey of site features, derailment site, creek cross section, etc.(60%)
Water diversion of creek flow around source area (ongoing)
