1.1.2 Site Description
The Mike Davidson Enterprises LLC Site (Site) is located at 3051 Willow Grove Road in Camden Wyoming, Kent County, Delaware. The Site is a commercial industrial facility located in a
rural residential area. The facility was a permitted solid waste handling facility at one time, but its permit was revoked in 2013. Large piles of various types of debris are located on the Site.
1.1.3 Background
On February 15, 2014, the Delaware Department of Natural Resources and Environmental
Control (DNREC) requested technical assistance from EPA regarding a response to a debris fire at the Site. DNREC reported that an ongoing fire was located within the interior of a debris pile which appeared to contain shredded construction and demolition debris, possibly from response activities related to Hurricane Sandy. DNREC reported that a sizable
pocket of hydrogen sulfide (H2S) was released during their response efforts which
involved digging into the face of the pile and then dousing burning debris with
water. Initial assessment
activities conducted by the OSC revealed that the pile contained demolition debris including
plastic, rubber, and metal which could generate noxious fumes when burned. The OSC noted a H2S smell at the
fence line of the property. Residential
properties are located nearby.
On February 20, 2014 the OSC initiated an emergency removal action at the
site. The OSC and EPA contractors
mobilized to the site on February 21 and assumed responsibility for response
activities at the site associated with extinguishing the debris fire. Initial EPA activities included dousing
burning debris with water and using heavy equipment to tear apart the burning
area of the pile. Air monitoring
confirmed that H2S was being emitted from the pile. On February 22, the OSC and DNREC agreed that the
fire had been extinguished. EPA
contractors were directed to begin backfilling and packing the excavated area
of the pile to cut off oxygen and to grade the slope of the pile to achieve
stability.

2. Current Activities

2.1 Operations Section

2.1.1 Response Activities
The following response activities were conducted during this reporting period:
- ERRS continued to backfill the excavated area of the debris pile and grade the slope of the pile. Soil/debris located elsewhere on site was used as fill material. The bucket of the excavator was used to pack material in to the face of the excavated area of the pile to cut off oxygen.
- ERRS placed fill material and compacted the material at an area
at the top of the pile where DNREC had dug a test pit the previous
week. H2S emissions seem to be emanating from this area and it is hoped
that compacting fill material on top of the area will reduce
emissions.
- EPA monitored the pile throughout the week to ensure that the response activities were effective. Two test pits were dug on top of the pile (4"-5" deep) behind the excavation area. Steam was observed but no smoke or fire smell was apparent. The maximum temperature of debris detected below the surface in these area was 108 degrees Farenheiht.
- EPA conducted air monitoring. No elevated concentrations of H2S,
VOCs, LEL, O2, or CO were detected in the area of the excavation or
downwind of the pile. No elevated concentrations were detected on top
of the pile. However, a H2S smell was observed both on top of the hill
and downwind. There were heavy winds throughout the week.
- ERRS dismantled an 8" water pipe that was used to carry water from an on site pond for firing fighting.
- All equipment was decontaminated. All site personnel and equipment were demobilized on February 28, 2014
- EPA coordinated with representatives from DNREC's Solid and Hazardous Waste Program and Emergency Response program throughout the week. DNREC and EPA agreed that further assessment will be needed at the site to determine whether additional removal action may be needed to address a potential continued threat of fire and/or hazardous emissions posed by decomposing material within the debris pile. EPA will also assess whether there is a threat posed to human health and/or the environment by abandoned containers at the facility or off site migration of hazardous substances or pollutants or contaminants via surface or subsurface pathways.
2.1.3 Identity of Potentially Responsible Parties (PRPs)
The site is owned and was operated by Mike Davidson Enterprises LLC. Mr. Davidson had previously informed the OSC that he had received foreclosure papers. The OSC spoke with a representative of Summit Investment Management Acquisitions. Summit Investment informed the OSC that they purchased the mortgage note but that the property is still solely owned by Mike Davidson Enterprises.

- EPA is planning to conduct further assessment at the site to determine whether additional removal action may be needed to address potential threats posed by the site. Assessment activities will include multimedia sampling, air monitoring, evaluating the subsurface by digging test pits, and investigating containers on site which could contain hazardous substances.
