on the Ronda Humphrey Farm, off Tucker Hollow Road, 2.2 miles from it's intersection with Heflin Road, at N37.52729 W87.02930, in Hartford, Ohio County, Kentucky
1.1.2.2 Description of Threat
crude oil bubbling up at land surface and discharging to an unnamed tributary to Barnett Creek, which flows to the Rough River and subsequently to the Green River, a navigable water of the United States.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On 4/15/2014, the the OSC visited the site with the Kentucky Department for Environmental Protection Environmental Response Team (KDEP ERT) and the Kentucky Department of Natural Resources Division of Oil and Gas (KDOG). All parties observed crude oil bubbling up at land surface from what appears to be an abandoned oil production well. It is suspected that the well is uncased, as the oil is migrating along shallow bedrock and is seeping into an unnamed tributary to Barnett Creek located about 15 feet away from the suspected source.

On 4/15/2014, the OSC and the KDEP ERT member deployed sorbent boom and pads to recover a small quantity of oil that was observed in the creek. Also on this date, the OSC issued a verbal Pollution Response Funding Authorization (PRFA) to KDEP to stabilize the oil discharge at the source and to remove oil from the creek.

At the present time, there are no PRPS identified for this incident. EPA will perform a responsible party search in conjunction with plugging activities.

On 4/15/2014, KDOG formally referrred the source of the active discharge to EPA for plugging, citing financial inability
to handle the mitigation of the source of the oil discharge. EPA will issue a Task Order (TO) to the Region 4 Emergency and Rapid Response Services contractor CMC, Inc. to plug the well.
2.2.1.2 Next Steps
Issue the TO to prepare the site, plug the well and to remove the oil discharge from surface water.
2.2.2 Issues
This Polrep is to request an increase of $25,000 to cover the initial response to an active oil discharge into navigable waters. A subsequent increase necessary to fund the plugging of the well will be documented in a Removal Project Plan, which is pending at this time.
