Emergency response to discharge from gasoline pipeline.

1.1.2 Site Description

1.1.2.1 Location

Plantation Pipeline Pumping Station, Anderson, SC.

1.1.2.2 Description of Threat

During pipeline maintenance operations, a Plantation Pipeline 26 inch gasoline pipeline experience a break adjacent to the Anderson, SC pumping station.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Local Fire Department and Plantation Pipeline pumping station personnel responded.  Gasoline from the pipeline reached as high as fifty feet in air over the pipeline.  Adjacent residents were evacuated.

2.1.2 Response Actions to Date

Upon arrival on-scene, local fire/HAZMAT applied foam and water mist to reduce lower explosive levels (LELs).  Local fire department accessed the area and over a two hour period closed valves to stop the flow of gasoline.  

Under EPA and South Carolina Department of Health and Environmental Control (SC DHEC) direction, Plantation Pipeline began recovery of pooled gasoline and water. 

Due to elevated levels of benzene and periodic elevated LELs, excavation of saturated soils was delayed, until additional resources arrive onscene.

Begin excavation of saturated soils.  Continue recovery of pooled gasoline and gasoline below ground surface adjacent to the pipeline.
