Time-Critical CERCLA Removal Action
1.1.2 Site Description
The Riverside Avenue Site is an abandoned industrial facility on the banks of the Passic River. Since the early 1900s the Site had been used for many businesses, including a paint manufacturer, a packaging company, and a chemical warehouse. It consists of two abandoned buildings on approximately two acres. The property is owned by the City of Newark and was acquired in tax foreclosure proceedings.
1.1.2.1 Location
29 Riverside Avenue, Newark, Essex County, New Jersey, between the Passaic River and Mcarter Highway.
1.1.2.2 Description of Threat
Ten abandoned 12,000-15,000 gallon USTs containing hazardous wastes have been identified on the property. Approximately 100 3,000 -10,000 gallon ASTs have been identified in the buildings, many of which have been sampled for hazardous materials. Two tanks containing an oily wastes have been identified in the basement of one of the buildings. A number of 55-gallon drums and smaller containers have been observed in the buildings.
In addition, there are a number of sumps that may contain hazardous substances.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The preliminary assessment was completed in 2010. Two basement tanks in one building and the sumps of the other building have been sampled for hazardous waste characterization. See Documents Section for results of the site assessment sampling/analytical.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
2.1.2 Current Response Activities
On May 05 thru May 09 2014, OSC Daly, OSC Brescio and KEMRON Crew (Response Manager, FCA, Operator, and two Cleanup Technicians) working at site. Activities include:
- KEMRON continues to stabilize Building #7 and set up the site for removal activities (Health and Safety). Decon area nearly completed.
- On 05/05/14, PSEG conducted final inspection. All set for line crew hookup.
- KEMRON continues to transfer of hazardous liquid from Building #7 basement compartment to Frac Tanks.
- On 05/06/14, Health and Safety Officers (Greg DeAngelis (ERRD-RAB) and Brian Kovak (ERT) visited to site to present Health and Safety recommendations.
- Construction of workable wooden doors for North entrance of Building #7 and South Side Vault #1 entrance.
- No MultiRae Readings from EPA meters have been elevated during this time period.
On May 12 thru May 16 2014, OSC Daly, OSC Brescio and KEMRON Crew (Response Manager, FCA, two Operator, one Chemical Technician and two Cleanup Technicians) working at site.Activities include:
- KEMRON continues to stabilize Building #7 and set up the site for removal activities (Health and Safety recommendation list).
- KEMRON continues to transfer of hazardous liquid from Building #7 basement compartment to Frac Tanks. Approximate volumes removed as of 05/13/14 is 76,880 gallons.
- Analytical lab results were received for liquid waste in the four frac tanks as well as the solid samples taken from Vault #1, Vault #2 and the Center Pump Room. OSC Daly provided PPG this new analytical data electronically via email.
- On May 14th, PSEG Line crew hooked up electricity. Site now runs off of power and not generators.
- After consultation with Health and Safety Officials, evaluating realistic obstacles removing the sludge manually and inherent risk of confined space entry, it was determined that the best approach to removing the sludge was to slowly cut the concrete openings and remove the majority of the sludge via machine. This in turn will also eliminate a confined space as the concrete floor is opened. Vault #1 North Side opening concrete was cut to start and prepare the area for sludge removal.
- On May 16th, Newark Fire Department visited the Site by OSC request in order to go over current site operations and also to plan additional emergency response support.
- No MultiRae Readings from EPA meters have been elevated during this time period.
On May 19 thru May 22 2014, OSC Daly, OSC and KEMRON Crew (Response Manager, FCA, two Operator, one Chemical Technician and two Cleanup Technicians) working at site.Activities include:
- KEMRON continues to stabilize Building #7 and set up the site for removal activities (Health and Safety recommendation list).
- KEMRON continues to transfer of hazardous liquid from Building #7 basement compartment to Frac Tanks.
· Disposal bid has been created for the liquid waste streams from the four frac tanks. · Metal Containment structure being assembled in North side main area of Building #7. This will be used to solidify any wet solids eventually removed from the vaults.· Sludge removal started on 05/21/14. The crew and staff will all be in Level B during this process.
- No MultiRae Readings from EPA meters have been elevated during this time period.
