Time-Critical CERCLA Removal Action

1.1.2 Site Description

The Riverside Avenue Site is an abandoned industrial facility on the banks of the Passic River.  Since the early 1900s the Site had been used for many businesses, including a paint manufacturer, a packaging company, and a chemical warehouse.  It consists of two abandoned buildings on approximately two acres.  The property is owned by the City of Newark and was acquired in tax foreclosure proceedings.

1.1.2.1  Location

29 Riverside Avenue, Newark, Essex County, New Jersey, between the Passaic River and Mcarter Highway.

1.1.2.2 Description of Threat

Ten abandoned 12,000-15,000 gallon USTs containing hazardous wastes have been identified on the property.  Approximately 100 3,000 -10,000 gallon ASTs have been identified in the buildings, many of which have been sampled for hazardous materials.  Two tanks containing an oily wastes have been identified in the basement of one of the buildings.  A number of 55-gallon drums and smaller containers have been observed in the buildings.
In addition, there are a number of sumps that may contain hazardous substances.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The preliminary assessment was completed in 2010. Two basement tanks in one building and the sumps of the other building have been sampled for hazardous waste characterization.   See Documents Section for results of the site assessment sampling/analytical.


2. Current Activities

2.1.2 Current Response Activities

On May 27 thru May 30, 2014 OSC Daly, OSC Kahn and KEMRON Crew (Response Manager, FCA, one Operator, one Chemical Technician and two Cleanup Technicians) working at site.Activities include:
  • The site was closed on Friday May 23rd and Monday, May 26th due to the holiday.
  • KEMRON continues to stabilize Building #7 and set up the site for removal activities (Health and Safety recommendation list). 
  • KEMRON continues to transfer of hazardous liquid from Building #7 basement compartment to Frac Tanks. 
·        Sludge removal started on 05/21/14.  The crew and staff will all be in Level B during this process.  ·        Decon area improvements made due to odors entering from the hot zone.  A second room was added, doors constructed and ventilation unit installed.
  • MultiRae VOC Readings range from 4 ppm to 24 ppm in the hot zone depending on sludge/liquid agitation.
  • On 05/28/14, Newark Fire Department Officials visited the site to go over MSDS and introduce new officers to the site operations.
  • On 05/30/14, OSC signed off on Hazardous & Non-Haz code contaminated liquid profiles for transport/disposal next week.
On June 02 thru June 06, 2014 OSC Daly, OSC Brescio and KEMRON Crew (Response Manager, FCA, two Operators, one Chemical Technician, one Cleanup Technician/Operator and one Cleanup Technicians) working at site.Activities include:
  • KEMRON continues to stabilize Building #7 and set up the site for removal activities (Health and Safety recommendation list). 
  • KEMRON continues to transfer of hazardous liquid from Building #7 basement compartment to Frac Tanks. 
  • Sludge is being removed from Vault #1.  Dry material is being staged within Building #7 main area dry staging area.  Wet material is being staged within the solidification containment staging area.
  • MultiRae VOC Readings range from 4 ppm to 24 ppm in the hot zone depending on sludge/liquid agitation.
  • On 06/03/14, Newark Fire Department Officials visited the site to go over MSDS, test fire department multi rae and introduce new officers to the site operations.
  • On 06/04/14, three tankers transported approximately 18,312 gallons of non-haz code contaminated liquid waste from Building #7 Basement Vaults.
  • On 06/06/14, one tanker transported approximately 5,300 gallons of haz code contaminated liquid waste from Building #7 Basement Vaults.
