1.1.2 Site Description
The Site was a road tractor and trailer refurbisher. 

1.1.2.1 Location
1271 Noland Drive, Columbus, GA.

1.1.2.2 Description of Threat

Approximately 40 containers ranging in sizes from 30 gallons to 55 gallons in poor condition were observed on the property.  There was evidence the containers have been leaking, and stained soils were observed around the drums.  Approximately 5 cubic yards of unknown substances were identified on the bank of Bull Creek which is located on the East side of the property.  Bull Creek is a tributary of the Chattahoochee River.  The drums and stained soils were approximately 30 feet from the bank of Bull Creek.

    2.1.1 Narrative

 

On Wednesday, February 26, 2014, Hector Danois with the Environmental Protection Agency (EPA) Resource Conservation and Recovery Act (RCRA) South Enforcement and Compliance Section received a call from Georgia Environmental Protection Division (GAEPD) in reference to some drums left at a place of business located at 1271 Noland Drive in Columbus, GA 31907. GAEPD explained that they received a call from David Bucher, City of Columbus Code Enforcement Officer, stating that he conducted an inspection at this address and found approximately twenty-five (25) to thirty (30) 55-gallons drums abandoned on site. Mr. Bucher contacted the Columbus Fire Department and their HazMat team took samples from selected drums.  The results indicate that they contain dimethylamine solution, toluene, and paint thinner. Mr. Bucher estimated that the drums have been there for at least 2-3 years and they are leaking and approximately at 50-feet from a creek. 

On late Thursday, February 27, 2014, EPA RCRA forwarded the information to the EPA Phone Duty officer.  EPA Phone Duty coordinated the GAEPD Emergency Response personnel and deployed OSC Dave Andrews to meet with GAEPD and property owners on the morning of Friday February 28, 2014.  After conducting a site inspection and speaking with the property owners, OSC Andrews initiated an emergency response and mobilized Tetra Tech EMI (TTEMI) and Environmental Restoration (ER).  OSC Jordan Garrard replaced OSC Dave Andrews on the afternoon of February 28, 2014.  

TTEMI personnel arrived and completed a drum inventory, forty-eight (48) drums ranging in sizes from 30-55 gallons were identified.  Samples were collected from the drums and a field hazardous characterization (hazcat) was conducted to determine waste streams.  Six (6) waste streams were identified including: contaminated water, acids, bases, soaps, flammables, and halogenated oils.  ER overpacked three (3) drums, bulked seven (7) drums into a 275 gallon tote, collected 5 cubic yards of oil based paint cans, and excavated approximately 3 cubic yards of stained soils.  The drums, tote, and paint cans were staged within the onsite building and are currently awaiting disposal.  The stained soils were staged on plastic under a canopy onsite and are awaiting disposal.  EPA, TTEMI, and ER personnel demobilized on March 1, 2014  

On March 19, 2014 OSC Garrard and ER personnel remobilized to the facility.  ER personnel bulked additional drums into a 275 gallon tote and repacked the collected oil based paint cans into cubic yard cardboard boxes for disposal.  On June 3, 2014 the drums, totes, and cubic yard boxes of waste were transported for offsite disposal.  On June 4, 2014 the excavated soils were transported for offsite disposal.
