1.1.1 Incident Category

Time-Critical CERCLA Removal Action

1.1.2 Site Description

The Riverside Avenue Site is an abandoned industrial facility on the banks of the Passic River.  Since the early 1900s the Site had been used for many businesses, including a paint manufacturer, a packaging company, and a chemical warehouse.  It consists of two abandoned buildings on approximately two acres.  The property is owned by the City of Newark and was acquired in tax foreclosure proceedings.

1.1.2.1  Location

29 Riverside Avenue, Newark, Essex County, New Jersey, between the Passaic River and Mcarter Highway.

1.1.2.2 Description of Threat

Ten abandoned 12,000-15,000 gallon USTs containing hazardous wastes have been identified on the property.  Approximately 100 3,000 -10,000 gallon ASTs have been identified in the buildings, many of which have been sampled for hazardous materials.  Two tanks containing an oily wastes have been identified in the basement of one of the buildings.  A number of 55-gallon drums and smaller containers have been observed in the buildings.
In addition, there are a number of sumps that may contain hazardous substances.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The preliminary assessment was completed in 2010. Two basement tanks in one building and the sumps of the other building have been sampled for hazardous waste characterization.   See Documents Section for results of the site assessment sampling/analytical.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

2.1.2 Current Response Activities

On June 28 thru July 25, 2014 OSC Daly, OSC Kahn, OSC Lucarino and KEMRON Crew (Response Manager, FCA, two Operators, one Chemical Technician, one Cleanup Technician/Operator, one Industrial Hygienist and one Cleanup Technician) working at site.Activities included:
  • KEMRON continues to transfer of hazardous liquid from Building #7 basement vaults to Frac Tanks. 
  • Sludge removal started on 06/13/14 in Building #7 Basement Vault #2 (Side closest to Building #12/West Side) and continued through this date range.  The crew and staff will continue to work in Level B PPE during this operation.  Crew is encountering liquid, sludge, solid and crystalized material.
  • MultiRae VOC Readings range from 0 ppm to  79 ppm in the hot zone depending on sludge/liquid agitation.
  • Sludge has been removed and relocated for solidification from three of the five Frac tanks.  Three Tanks were cleaned and demobed from the site.  The two remaining Frac Tanks will be used for collecting and staging the remaining liquid during the removal.  One Frac Tank will be used to receive the liquid.  Once settled, the liquid will be filtered and transferred to the second Frac Tank.  This lowers the solid material in the liquid and lessen the costs for disposal. 
  • On 07/10/14, KEMRON personnel walked into the command post trailer to find signs of forced entry.  One window was broken and several electronic items were stolen.  This occurred overnight while armed security was on duty.  Incident reported to police and police visited the site.  Extra security precautions have been implemented including installation of button checkpoints which identify the locations to be visited during security guard patrols, to identify the officer performing the patrol and to note any incidents or observations. The steps were installed in Vault #2.
  • On 07/14/14, KEMRON Industrial hygienist visited site in order to finalize health and safety aspects of work plan to enter the vaults to retrieve remaining liquid and solid materials.
  • 07/15/14, KEMRON personnel make entry into Vault #2.  Drum pump being used to remove product at very slow rate.  Jim Daloia (EPA ERRD-RPB Emergency Section Chief) visited the site.
  • On 07/21/14, vac truck mobilized on site for waste removal from vaults.  This material is then transported to roll off container for solidification.  Once solidified, the solid material is being transferred to a shipping container.
  • On 07/23/14, a KEMRON worker noticed his cell phone was missing from his work truck.  Five to six vehicles are parked in this area right next to the command post.  The facility is enclosed by a fence.  After checking potential locations for the phone and further investigation of his vehicle, it was determined that the cell phone was stolen. The theft was reported to Newark Police non-emergency.  Around 3:20 PM, a suspicious individual was observed looking into the window of another parked vehicle.  The individual was approached by KEMRON staff as the suspect immediately attempted to flee the scene.  OSC Daly called 911 as the suspect was being confronted.  The suspect then proceeded to squeeze between two pieces of fencing to escape.  The suspect threatened to return and fled along the railroad tracks towards Riverside Avenue & Chester Avenue.  OSC and KEMRON Response Manager drove the GOV to the area where the suspect would likely resurface and awaited police.  A Newark Police Officer took the report concerning the theft.  The items stolen besides the cell phone included three GPS units and a gold necklace. Other neighborhood facilities were hit by this thief as well and one facility had video surveillance capturing the image of the suspect.
  • 11,800 gallons of liquid waste and 88,000 pounds of solid waste was transported to the approved disposal facilities during this time period.
  • On 07/22/14, sample analytical results for solids found in tunnel between Building #7 and Building #12 were received.  The material is not hazardous and therefore no further action is required.
  • On 07/25/14, Newark Police notified KEMRON that the suspects in the theft was apprehended.
