2.1.1 Narrative
For the period from August 25 through September 5, 2014 EPA continued site set-up activities, continued mobilizing ERRS personnel and began shipping Asbestos contaminated debris.
2.1.2 Response Actions to Date
There are no site activities on the weekends.
On Monday, August 25, 2014, 15 loads (~228 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued the staging ACWM from various areas within the asbestos exclusion zone to the load-out area. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Tuesday, August 26, 2014, 16 loads (~271 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued the staging ACWM from various areas within the asbestos exclusion zone to the load-out area. EPA OSC and ERRS personnel entered the blue building on site to collect samples from orphaned drums and containers. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Wednesday, August 27, 2014, 16 loads (~263 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued the staging ACWM from various areas within the asbestos exclusion zone to the load-out area. ERRS Chemist conducted hazardous characterization testing on drum and container samples collected yesterday. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Thursday, August 28, 2014, no ACWM transported to the landfill for disposal today. ERRS crew inside the asbestos exclusion zone removing ACWM from trenches and pits. All ACWM relocated to the load-out area. Jason El-Zein, Matt Murkowski and Steve Wolfe (US EPA) conducted compliance audit of the site. ERRS loaded 30-yard dumpster with crushed totes and drums. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
No work on Friday, August 29, 2014. Demobilization for the Labor Day Holiday.

On Wednesday, September 3, 2014, 15 loads (~268 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued working in the asbestos exclusion zone relocating ACWM to the load-out area. One 30-yard dumpster of crushed totes removed from Site & replace with empty dumpster. EPA OSC, ERRS RM and START conducted a site walk to delineate the extent of ACWM removal in the Former Manufacturing Area. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Thursday, September 4, 2014, 16 loads (~292 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. EPA OSC and START continued the delineation of the extent of ACWM removal in the Former Manufacturing Area. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Friday, September 5, 2014, 15 loads (~294 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS began removing ACWM from the railroad spur ditch. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.

The PRP has been identified and appropriate enforcement actiivities have been initiated by the local and State authorities.

The site is in a remote area and the nearest water source is over 1,200 feet away. Additional hose was procurred in order for the site to have a constant supply of water.

2.5 Other Command Staff
|

|
|
2.5.1 Safety Officer
On Tuesday, July 26th, 2014, A site safety briefing was held with the entire work crew to go through site hazards and expectations.
Daily Safety meetings are being held before the start for all work shifts.
The US Coast Guard, Atlantic Strike Team, mobilized to the site to assist with Health and Safety Monitoring as well as a Health and Safety representative from ERRS.
The Health and Safety reperesentative from ERRS collects personnel asbestos air samples daily (25% of the workers).
On Friday, August 1, 2014, personnel working on the "sealing" of the truck liners reported signs of heat stress. Immediate actions were taken to reduce the issue such as allowing those workers to remove their tyvek hood (Kleenguard ppe to arrive on Monday with hoods), and a contamination reduction zone was set up near their work area in order for the personnel to access water/breaks more easily. Other engineering controls that will be put in place prior to the next shift will be setting up a tent for shade when trucks are not being sealed, hanging big umbrellas on the platform they are working off of for shade, ice vests/cooling towels will also be brought on site. Heat stress will also be a H&S topic at the next safety meeting and the workers will be reminded about hydration practices.
Due to the remote location and size of the site, the property is an attractive area for the locals to ride ATVs. Attempts to barricade several access points failed ro had to be removed for other considerations. The ERRS Response Manager checks the site every morning and rehangs signs/fencing/warning tape that was torn down the night before.
On Tuesday, August 19, 2014, START and USCG personnel conducted a site walk inside the asbestos exclusion zone. START experienced "break-through" with the APR/P100 cartridge respirator. USCG observed three 2-liter glass bottles of sulfuric acid within the debris piles. Some of the bottles were leaking into the puddles and the acid was rreacting. START and USCG moved away from the immediate area and notified ERRS personnel in the vicinity. ERRS personnel radioed the RM. The RM and H&S officer entered the asbestos exclusion zone to neutralize the acid spill.
On Wedensday, August 20, 2014, representatives from the City of Canton closed the 600 West Chruch Street bridge/culvert on the northeast corner of the Site. This road provides access to the Site from the north. Heavy rains in the morning caused the soil to erode from the east side of the bridge soil embankment. The erosion is in close proximity to a natural gas line that runs under the bridge/culvert. Due to the severe erosion of soil, the bridge was closed.
