1.1.2 Site Description
A large refrigeration storage facility that acts as a distribution center. The facility is located in an industrial park that serves as an operational hub for several other large businesses.
1.1.2.1 Location

1.1.2.2 Description of Threat
Ongoing release of anhydrous ammonia in an industrial park affecting several local large businesses and their personel. The release exceeded the capacity of the local hazmat team and necessitated contract assistance from MDEQ. USEPA assistance was requested.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The Mississippi Department of Environmental Quality (MDEQ) Emergency Response Program contacted the US Environmental Protection Agency (USEPA) On Scene Coordinator (OSC) Mobile Outpost on mid afternoon of 6/9/2014 requesting assistance concerning an ongoing anhydrous ammonia release at Millard Refrigeration Company located in Richland, MS.
MDEQ contracted for air monitoring and hazmat response activities. Nearby businesses are currently sheltering in place. At approximately 0100 CST, MDEQ's contractors and the RP shut down the at maximum capacity 54,000 gallon anhydrous ammonia supply tank. Field observations estimate up to 2000 gallons of anhydrous ammonia remain within the building that is ventilating at less than approximately 10 gallons per hour.
The responsible party (RP) assumed contractor costs and management as of 0700 on 6/10/2014. The OSC, SOSC and RP are functioning under unified command.

2.1.1 Response Actions to Date
Local Richland Fire Department Hazmat and Millard staff were the initial responders who secured the leaking ammonia tank on 6/9/2014. Additional ammonia was trapped in the facility system and slowly leaking to the environment but at high concentrations.
MDEQ hired additional resources to assist with the remaining response actions including air monitoring.
The PRP assumed those additional resources on 6/10/2014.
The priorities for the response were :
1. Protection of public and responder safety
2. Prevention of additional imminent releases
3. Secure, contain, removal and disposal of the remaining ammonia
4. Restoration of normal industrial park activities.
Utilizing the Incident Command System (ICS), objectives were established and tactics developed to meet the above priorities. The website contains the documents such as the Incident Actions Plans, Health and Safety Workplans and Waste Management Plans. The OSC demobilized on 6/12/2014 and transferred remaining housekeeping and disposal responsibilities to MDEQ.
