1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

OSC Smith along with one START and ERRS representative met with Department of Ecology responders, Andrea Unger and Kathy Armstrong at noon.

The owner of the storage facility had flown in from San Diego, California as a potential PRP.  Also, on scene was Anthony Prichard, the owner of the products and renter of the storage unit.

Mr. Prichard stated he had bought out the inventory of a hydroponic grow shop about 1 year ago and stored the materials at the storage unit.  All but five to six containers of the “Super Grow” that were labeled oxidizer/corrosive, were organic-based fertilizers for flowers and can be used on food crops.

No pesticides or herbicides were in the storage unit.

Mr. Pritchard suspected the leaking containers were ones that contained molasses.

He wanted to keep all the non-leaking containers because they were still product.  He is not in the fertilizer selling business.

Ecology is going to oversee the cleanup and provided advice on proper disposal, storage, and segregation.

OSC Smith felt Ecology had the situation well in hand and did not appear to rise to a level to warrant federal involvement at this time.

OSC Smith offered that if there were any concerns to contact EPA.
