1.1.1 Incident Category

Abandoned Container (55-gallon metal ring-top drum)

1.1.2 Site Description

The site consists of a single 55-gallon metal ring-top drum that was abandoned along a farm access road in rural St. Louis County, Missouri.

1.1.2.1 Location

The drum was abandoned on a 58-acre tract of land at 2347 Ossenfort Road, Glencoe, Missouri.  The drum was discovered on December 7, 2014 by a hunter who alerted the land owner.  Coordinates of the location at which the drum was discovered are latitude 38.59557N, longitude -90.72190W.  This point is located approximately 720 feet northwest of Ossenfort Road along a farm access road.  Access to the farm road off Ossenfort Road was unrestricted at the time of the event.

1.1.2.2 Description of Threat

The 55-gallon drum contains a characteristic flammable liquid with a flashpoint less than 60 degrees Celsius.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The Missouri Department of Natural Resources (MDNR) initially responded to the call for assistance from the land owner, Mr. Glen DeHart, on December 15, 2014.  MDNR secured the abandoned container in an 85 gallon overpack salvage drum and re-located it to a farm shed on the same parcel.  On December 17, 2014, MDNR submitted a Request for Federal Action package to the EPA.

On December 18, 2014, EPA along with MDNR conducted an assessment of the container.  The container was inspected for markings that could provide clues to its origin.  In addition a sample was collected of the contents of the container.

Laboratory analysis of the sample collected, received on December 24, 2014, confirmed the presence of a flammable liquid with the characteristics of a solvent.

2. Current Activities

No waste leaked or spilled from the abandoned container therefore disposal of the contents of the container was the only necessary action.

2.1.2 Response Actions to Date

On January 20, 2015, EPA mobilized resources to the site to load and ship the abandoned container to a disposal facility in Greencastle, Indiana where the contents were incinerated on February 11, 2015.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

There were no parties identified responsible for abandoning the waste at the Site.
