2. Current Activities

2.1 Operations Section

2.1.1 Narrative
OSC Zavala demobilized on 5/26/2015. OSC Weigel remobilized from Boise 5/26/2015.

2.1.2 Response Actions to Date
5/25/2015
Installed monitoring well #11 at the northern end of the site on the eastern portion of Highway 21.
Finished collecting first round of ground water samples of wells.
Continued ground water level, product level, and VOC vapor monitoring of wells to evaluate migration of gasoline plume.
Continued the excavation of contaminated soil from the ditch at the spill location.
Collected another round of surface water quality samples.
Continued monitoring of boom deployed in the Sanpoil River for the presence of petroleum contamination.
Air monitoring along the bank of the Sanpoil River continue to show the presence of VOCs vapors but no visible product or sheen in the bank, river or absorbent boom.
Mobilized two 10,000 gallon tanks to the WSDOT yard 2 miles south of the spill for storage of contaminated groundwater.

Mobilized an 8,000 gallon tank for storage of recovered product and contaminated ground water adjacent to the spill location, with the approval of WSDOT for its location with respect to traffic passing by.
Installed a submersible pump in RW-10, began extracting contaminated ground water, and began populating pump test data to further understand the preferential pathway for the gasoline and diesel spill to potentially reach the Sanpoil River.
Mobilized additional traffic control equipment and personnel in order to perform continuous operations through the night.
Continued to employ a vacuum truck to remove free product and contaminated groundwater from wells RW-3, RW-5, and RW-9.
Continued air monitoring along the bank of the Sanpoil River continue to show the presence of VOCs vapors but no visible product or sheen in the bank, river or absorbent boom.

Mobilized two 21,000 gallon tanks for the storage of recovered product and contaminated ground water.
Continued to remove product and contaminated groundwater from RW-10 on a 24 hour basis. An estimated 750 gallons of product has settled from the first 10,000 gallons of contaminated groundwater collected, with an estimated total of 28,000 gallons of contaminated liquids stored pending transportation for disposal.
Continued to employ a vacuum truck to remove contamination from wells RW-3, RW-5, and RW-9 on a periodic basis. Extraction from RW-3 and RW-5 on the east side of Highway 21 requires complete closure of the highway which can only be done for 20 minute intervals per WSDOT approval.
Continued air monitoring along the bank of the Sanpoil River continue to show the presence of VOCs vapors but no visible product or sheen in the bank, river or absorbent boom.
Continued traffic control with one lane of Highway 21 closed through the site.
EPA and Colville Tribes reviewed draft Interim Action Work Plan developed by CHS Inc. contractor for continued near-term actions necessary to mitigate continued progression of the gasoline plume to the Sanpoil River and maximize recovery of spilled gasoline from groundwater and soils.

2.2 Planning Section

2.2.1 Anticipated Activities
Implementation with the approval of EPA, CCT, and CHS of the Interim Action Work Plan developed by GeoEngineers (subcontractor for CHS).
Recover liquid and vapor phase product as feasible from the monitoring wells RW-3, RW-5, RW-9, RW-10 and any other wells if/when detected.
Collect ground water samples of wells where product is not detected.
Monitor boom and river for sheen or discharge.
Collect surface water quality samples.

2.2.1.1 Planned Response Activities
OSC Greg Weigel and START contractor plan to demobilize on 5/28, but will be available via telephone and e-mail if needed. OSC Earl Liverman plans to perform a site walk early next week to ensure site activities are going as agreed upon and planned.

2.2.1.2 Next Steps
Evaluate information from pump tests of monitoring/recovery wells and borehole log data and determine groundwater flow direction and preferred product migration pathways.
Continue extraction of product contamination in impacted monitoring/recovery wells.
Conduct pilot test for soil vapor extraction system.
Finalize the Interim Action Work Plan.

2.2.2 Issues
Removal of contaminated soils underneath highway would require closure of the highway for significant period of time and coordination with DOT.

2.3 Logistics Section

Communications at the site has been limited to the EPA Region X Comms Truck via the satellite network. The EPA Comms Truck is demobilizing on 5/28.
