1.1.2 Site Description

On the morning of June 12, 2015, the Kansas Department of Health and Environment (KDHE) contacted the EPA Region 7 spill line to request assistance in addressing a drum that was leaking petroleum product on the banks of the Wakarusa River near Topeka, Kansas. After reviewing the photos sent by KDHE it was apparent that a release to a navigable water had occurred. The Oil Spill Liability Trust Fund was opened (FPN E15706), an OSC was dispatched and the Emergency and Rapid Response Services (ERRS) contractor activated. 

1.1.2.1 Location

The abandoned drum was located along the southern bank of the Wakarusa river approximately one 1/2 mile south of the intersection of Topeka blvd. and 93rd st. 

1.1.2.2 Description of Threat

An abandoned drum containing waste oil materials was found on the southern bank of the Wakarusa River South of Topeka, KS and was reported to the EPA spill line on June 11, 2015, by the Kansas Department of Health and the Environment (KDHE). The drum was reported to be leaking oil onto the bank and potentially into the Wakarusa River. Visual assessment of the abandoned drum confirmed that waste oil had been released onto the bank and into the River. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Initial inspection determined that the drum had previously contained waste oil materials and was approximately one third full at the time of the site assessment. Discolored soils and vegetation around the drum and close to the river bank indicated that additional materials had been released previous to response activities and likely had entered the river. 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

After reviewing the photos sent by KDHE it was apparent that a release to a navigable water had occurred. 2.1.2 Response Actions to Date

EPA OSC and EPA Emergency Response cleanup contractor were dispatched to the incident on 6/11/2015. The abandoned drum, waste oils and contaminated materials located in the spill area were removed and transported from the scene for disposal by EPA personnel and contractors. A representative from the KDHE met EPA response personnel onsite and assisted in initial assessment and cleanup activities.

Potential PRP search activities and additional enforcement activities will be coordinated with the KDHE and  EPA Regional Counsel and CID contacts.

All waste products produced from the cleanup activities will be coordinated with EPA Emergency Response Contractor. Additional follow up assessment activities will be coordinated with the KDHE if necessary.
