1.1.1 Incident Category

1.1.2 Site Description

The Site is the former location of the Waunakee Alloy Castings Corporation which ceased operations in 2009. The Site contains one large main building where casting operations occurred and five smaller surrounding outbuildings that contain molds and other artifacts that were needed in the facility's processes when it was still in operation. A small office building is located hi the southwest corner of the Site. There are various hazardous material issues throughout the Site.

1.1.2.1 Location

The Waunakee Alloy Facility is located in Waunakee, Dane County, WI. The site is an abandoned metal castings facility.

The site borders a park and six mile creek to the south, Madison St to the west, and resident homes to the north and east. 

1.1.2.2 Description of Threat

The main contaminants are elemental mercury and PCB's (Aroclor-1248 and Aroclor-1254). The areas with the most significant contamination are the northern end of the main building and the voltage room. Flammable and corrosive chemicals were also identified on the site.

See POLREPs #1 and #2 for a summary of the activities from previous weeks.  

8/10/2015 - 8/14/2015
On 8/10 START, EPA, and ERRS arrived on site to begin work where it was left off the previous week. ERRS began by continuing vacuuming operations throughout the facility. On 8/11 ERRS moved empty, non hazardous containers from the previous staging area to the roll off container which arrived on site that morning, this task was completed the same day. On 8/13 ERRS moved the doffing area from the loading dock in the staging area further within the facility into one of the rooms that has already been cleaned in an effort to reduce the area of the "hot zone". 

START set up perimeter dust monitoring on the north, south, east, and west sides of the site each day with no readings above background. On 8/13, EPA FIELDS Team were on site to set up the VIPER system and deploy DataRAMs, going forward START will utilize this system in place of the PDRs that have been previously used for perimeter dust monitoring. START also continued mercury screenings of areas once they have been cleaned to confirm ERRS has completed their work. On 8/11 START collected a sample from an open tank within the facility that appeared to hold some type of oil and tested for PCBs and flammability. On 8/13 START collected wipe samples as well as samples from the floor of the voltage room for PCBs. START also documented ERRS actions on the site.

ERRS completed removing empty, non hazardous containers from the building and placing them in the roll off container for disposal.

ERRS continued vacuuming and segregating foundry sands based on START mercury assessment findings.

START completed mercury screenings of areas which ERRS had finished cleaning, conducted perimeter dust monitoring, collected samples and sent them to the lab for analysis, and documented site activities.

  2.2 Planning Section
    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

ERRS will continue to move hazardous waste into the staging area and will properly dispose of it after waste characterization is confirmed. Once START confirms analytical data of PCB samples from transformer oils ERRS will pump out the transformers oil into drums and properly dispose of the oil and transformers separately. ERRS will also continue to remove foundry sand located throughout the building.

START will continue to perform daily perimeter dust monitoring and conduct mercury vapor screenings of rooms as ERRS completes their cleaning. START will also continue to document and monitor site activities.


2.2.1.2 Next Steps

Materials inside the buildings (Foundry sand/dust, drums, moldings, etc) will be put in the staging area and hazardous waste will put into cubic yard boxes to await disposal. Wastes on site will be sampled for waste characterization and then properly disposed of.
