1.1.2 Site Description
The Site is the former location of the Waunakee Alloy Castings Corporation which ceased operations in 2009. The Site contains one large main building where casting operations occurred and five smaller surrounding outbuildings that contain molds and other artifacts that were needed in the facility's processes when it was still in operation. A small office building is located hi the southwest corner of the Site. There are various hazardous material issues throughout the Site.
1.1.2.1 Location
The Waunakee Alloy Facility is located in Waunakee, Dane County, WI. The site is an abandoned metal castings facility.
The site borders a park and six mile creek to the south, Madison St to the west, and resident homes to the north and east.
1.1.2.2 Description of Threat
The main contaminants are elemental mercury and PCB's (Aroclor-1248 and Aroclor-1254). The areas with the most significant contamination are the eastern end of the main building and the voltage room. Flammable and corrosive chemicals were also identified on the site.

8/17/2015 - 8/21/2015
On 8/17 START, EPA, and ERRS arrived on site to begin work where it was left off the previous week. ERRS began the week by completing the pumping out of transformer oil from the nine transformers left on-site. The oil was segregated into different drums using analytical results for PCB concentrations as the basis. Of the nine transformers on-site there were five which had non-detectable levels of PCBs and there were four which had levels that ranged between 50 and 500 ppm PCBs. There were no transformers with PCB concentrations that exceeded 500 ppm. Once the transformers were emptied, they were cleaned, filled with Oil-Dri, and staged in the building until they are able to be disposed of properly. On 8/19, ERRS completed the HAZCATing of the containers currently standing in the staging area within the building. On 8/20 ERRS completed a test of the compatibility of different drums/containers within the staging area using the information gained from HAZCATing to group them into similar waste streams and then mottling small samples of each to check for a reaction. On 8/20, ERRS began efforts to clean the area in the "hot" room that is contaminated by both PCBs and Mercury. They first pealed back the poly sheeting covering the area and utilized their Mercury Vacuum to remove any free mercury beads present, the area was then treated with HgX to fixate remaining mercury that couldn't be removed. ERRS also continued vacuuming operations throughout the facility from 8/17-8/21.
On 8/19 a 30 cubic yard box of RCRA empty drums and debris was removed and shipped for disposal to Madison Prairie Landfill in Sun Prairie, Wi.
START set up perimeter dust monitoring on the north, south, east, and west sides of the site on days when there were no weather concerns, there were no readings above background. START also continued mercury screenings of areas once they have been cleaned to confirm ERRS has completed their work. On 8/19 START assisted ERRS with his HAZCATing and sampling of drums and containers in the staging area. On 8/20 START and ERRS collected composite samples from the foundry sands that have been containerized in cubic yard boxes to have them analyzed for TCLP. START also documented ERRS actions on the site.

START completed mercury screenings of areas which ERRS had finished cleaning, conducted perimeter dust monitoring, collected samples and sent them to the lab for analysis, and documented site activities.

ERRS will continue to consolidate waste in staging area and prepare it to be properly disposed of once waste characterization is confirmed. ERRS will also continue to remove foundry sand located throughout the building.
START will continue to perform daily perimeter dust monitoring and conduct mercury vapor screenings of rooms as ERRS completes their cleaning. START will also continue to document and monitor site activities.
