1.1.2 Site Description

     The Transportation Drive PCB site is located in a commercial area of Hazleton, Luzerne County, Pennsylvania. The majority of the site is currently owned by Walp Trucking Incorporated, who operates a trucking dispatch and service center. An unused portion of the site is also owned by Consolidated Lands, Incorporated.  Prior to 1983 the site was reportedly the location of a facility that scraped electrical equipment including transformers and large capacitors.

     EPA’s TSCA program referred the site to EPA’s Removal Program in April 2014 reporting that the property owner excavated a drainage ditch and uncovered several PCB large capacitors. Site assessment activities conducted at the site in May and June 2014 revealed electric equipment related scrap on the ground around the perimeter of the site and PCB concentrations that exceed the Toxic Substances and Control Act (TSCA) action level of 50 mg/kg.  The maximum concentrations of PCBs detected in a soil sample was 210,000 mg/kg.

     The OSC determined that a Removal Action is necessary to mitigate the threat to human health and the environment posed by the site. The OSC issued Special Bulletin A and Polrep 1 for the site on November 14, 2014 to take actions to secure the site while additional assessment was conducted.

2. Current Activities
  2.1 Operations Section
    2.1.1 Current Activities

The following activities were completed during this reporting period:

 - An Action Memorandum was signed on June 26, 2015 authorizing a Removal Action to mitigate the threat posed by PCB electrical equipment and PCB contaminated soil and debris at the site.

- EPA, ERRS, and START met on site on July 23, 2015 to conduct a site walk to plan mobilization of personnel and equipment to the site. 

- Personnel and equipment were mobilized to the site on August 11, 2015 to begin site work.

- At this time Consolidated Lands, Inc. has not provided EPA access to the portion of the site that they own. Therefore, all Removal work is currently restricted to the portion of the property owned by Walp Trucking. 

- START subcontractors conducted a survey and marked property boundaries

- ERRS set up the support area including an office trailer and a decontamination area.

- START used sampling data to delineate areas of the site where clearing and excavation is required.

- ERRS began clearing trees and debris in areas where excavation is required.  Trees and debris have been placed in a pile pending off site disposal.

- To date approximately six large capacitors and one pole mount type transformer have been collected.  All PCB electrical equipment will be separated from other PCB remediation waste and will be placed in steel drums pending off site disposal. 

- ERRS began excavating contaminated soil and debris on August 18 in the area near sample location S-25. Approximately one foot of soil was removed in this area.  Contaminated soil is being stockpiled at the northeast corner of the site. START will conduct confirmation samples in this area to determine whether additional removal is required.

- ERRS installed silt fence around excavation areas and around stockpiles.  Stockpiles were covered with poly sheeting. 

- START collected soil samples from in and around the parking lot area.  Surface samples were collected from 21 locations.  Both surface and subsurface samples were collected from an additional 7 locations.  Analytical results will be used to better delineate extent of contamination at the site. 

- START conducted particulate monitoring in accordance with the site safety plan.
