1.1.2 Site Description
The Site is the former location of the Waunakee Alloy Castings Corporation which ceased operations in 2009. The Site contains one large main building where casting operations occurred and five smaller surrounding outbuildings that contain molds and other artifacts that were needed in the facility's processes when it was still in operation. A small office building is located in the southwest corner of the Site. There are various hazardous material issues throughout the Site.
1.1.2.1 Location
The Waunakee Alloy Facility is located in Waunakee, Dane County, WI. The site is an abandoned metal castings facility.
The site borders a park and six mile creek to the south, Madison St to the west, and resident homes to the north and east.
1.1.2.2 Description of Threat
The main contaminants are elemental mercury and PCB's (Aroclor-1248 and Aroclor-1254). The areas with the most significant contamination are the eastern end of the main building and the voltage room. Flammable and corrosive chemicals were also identified on the site.

2.1.1 Narrative

8/24/2015 - 8/28/2015
On 8/24 START, EPA, and ERRS arrived on site to begin work where it was left off the previous week. ERRS began the week by continuing vacuuming operations to collect foundry sands within the facility. On 8/25 ERRS began the bulking of drums containing flammable liquids, found in the staging room, into DOT shippable drums. Prior to combining these substances, ERRS completed a mottling test with the contents from each drum to ensure compatibility. Once all drums had been determined to be RCRA empty they were crushed and placed in the RCRA roll off container to be disposed of properly. Bulking and crushing operations of flammable drums were both completed on 8/25. On 8/26 ERRS began cutting open and emptying the contents of the 300 gallon totes found in the staging room into DOT shippable drums. Once the totes were RCRA empty the pieces were taken to the roll off container where they will be disposed of properly, this work was completed on 8/27. On 8/26 ERRS began, and completed, bulking all containers of paint related material into shippable cubic yard containers. On 8/26 ERRS also completed overpacking of 3 drums into DOT shippable containers. On 8/28 ERRS worked to ensure the site was as secure as possible for our demobilization (8/28-9/8/15); this included staging all valuable equipment at the Air National Guard base near the site, ensuring all drums and cubic yard boxes located in the facility are closed and secured, as well as closing all entrances to the building to the best of their ability. ERRS also continued vacuuming operations throughout the facility from 8/24-8/28.
On 8/28 a 30 cubic yard box of RCRA empty drums and debris was removed and shipped for disposal to Madison Prairie Landfill in Sun Prairie, WI.
9/8/2015 - 9/11/2015
On 9/8 START, EPA, and ERRS mobilized to Waunakee following the 10 day demobilization from the site. On 9/9 ERRS began by preparing the site to continue work, this included: retrieving valuable equipment from the Air National Guard base, setting up equipment in work areas, as well as reassembling decontamination line and break areas. Once the site was prepared ERRS began by continuing vacuuming operations within the facility. Also on 9/9, Wisconsin DNR visited the site to check on the progress of the work. On 9/10 ERRS started operation to clean mercury off of the surfaces of capacitors, it was quickly realized that there was more mercury present than initially expected, they decide to halt that operation until a better solution is thought of. On 9/10 the open container which was full of non-PCB oil is completely emptied into shippable drums. Also on 9/10, ERRS inspects, and opens, the top of the vertical tank using a scissor lift in order to determine the quantity of product left. On 9/11 ERRS begins by cutting a hole in the side of the vertical tank in order to empty it's contents, the remainder of the day was spent transferring the product into drums and cubic yard boxes. ERRS also continued vacuuming operations throughout the facility from 9/8-9/11.
8/24/15-8/28/15 & 9/8/15-9/11/15
START set up perimeter dust monitoring on the north, south, east, and west sides of the site when weather permitted, there were no readings above background. START also continued mercury screenings of areas once they have been cleaned to confirm ERRS has completed their work. On 8/26 collected a sample of the sticky oil substance found on the floor under the poly sheeting in the "hot" room to be analyzed for PCB content. On 8/27 START collected wipe samples, as well as samples of dirt from the floor, within the second transformer room to be analyzed for PCB content. On 8/27 START and ERRS collected composite samples from the foundry sands that have been containerized in cubic yard boxes to have them analyzed for TCLP. START also documented ERRS actions on the site. On 9/9 START assisted ERRS by conducting air monitoring with MultiRAE while they were cutting the vertical tank and transferring it's contents to ensure safe work environment. START also conducted oversight and documented/monitored all site activities.

ERRS completed emptying and crushing of drums and totes located in the staging area as well as bulking of all small containers into shippable cubic yard boxes.
ERRS continued vacuuming and segregating foundry sands based on START mercury assessment findings.
START completed mercury screenings of areas which ERRS had finished cleaning, conducted perimeter dust monitoring, collected samples and sent them to the lab for analysis, and documented site activities.

START will continue to perform daily perimeter dust monitoring and conduct mercury vapor screenings of rooms as ERRS completes their cleaning. START will also continue to document and monitor site activities.

Wastes on site have been sampled for waste characterization and are ready to be properly disposed of.
