1.1.2 Site Description

     The Transportation Drive PCB site is located in a commercial area of Hazleton, Luzerne County, Pennsylvania. The majority of the site is currently owned by Walp Trucking Incorporated, who operates a trucking dispatch and service center. An unused portion of the site is also owned by Consolidated Lands, Incorporated.  Prior to 1983 the site was reportedly the location of a facility that scraped electrical equipment including transformers and large capacitors.

     EPA’s TSCA program referred the site to EPA’s Removal Program in April 2014 reporting that the property owner excavated a drainage ditch and uncovered several PCB large capacitors. Site assessment activities conducted at the site in May and June 2014 revealed electric equipment related scrap on the ground around the perimeter of the site and PCB concentrations that exceed the Toxic Substances and Control Act (TSCA) action level of 50 mg/kg.  The maximum concentrations of PCBs detected in a soil sample was 210,000 mg/kg.

     The OSC issued Special Bulletin A and Polrep 1 for the site on November 14, 2014 to take actions to secure the site while additional assessment was conducted. An Action Memorandum was signed on June 26, 2015 authorizing a Removal Action to mitigate the threat posed by PCB electrical equipment and PCB contaminated soil and debris at the site. Personnel and equipment were mobilized to the site on August 11, 2015 to begin site work.

2. Current Activities
  2.1 Operations Section
    2.1.1 Current Activities

The following activities were completed during this reporting period:

- ERRS continued clearing trees and brush and transporting clearing debris off site for disposal.  Nine roll-offs of clearing debris were transported offsite for disposal.

-  Excavation of contaminated soil continued.  Excavation areas were extended to include S-37 and S-47 sample locations. Approximately 25,000 square feet of the southeastern portion of  Walp Trucking property have been excavated.  Soils are currently stockpiled and covered on the northeast corner of the property.

 -Silt fence was installed around all excavation and tree removal areas and at the drainage outflow on the property north of the site. 

 -Upgraded the control point exiting the excavation area to improve the decon and PPE doffing when moving into the support zone.  

- Four capacitors were identified in the southern portion of the excavation area, near the “sand pile” between sample points S-19 and S-25.  A total of 9 capacitors and 1 pole mount transformer have been collected and are being stored on site in drums in a secure area.  All electrical equipment recovered will be transported off site for disposal as PCB waste.

- START collected 12 surface and subsurface soil samples from the stone covered parking area of the site to better delineate extent of contamination in that area.

- START collected 6 confirmation samples from excavated areas. All samples will be shipped to a laboratory for PCB Aroclor analysis. 

- START conducted work zone and perimeter dust monitoring.  No sustained readings were identified above action levels.  Dust concentrations were generally between 5 µg/m3 (upwind) and 35 µg/m3 (downwind). 

- The OSC met with Pasco Schiavo, President of Consolidated Lands as well as an attorney and consultant who are assisting Consolidate Lands.  Mr. Schiavo has indicated that he continues to assess whether Consolidated Lands will be willing and able to conduct cleanup at the site.  He stated that he can not give EPA access to carry out Removal activities on Consolidated Land's property until he decides whether they will be able to complete work on the site. The OSC explained that a timely decision on the matter is critical so that EPA can move forward with completing planned work on the site if Consolidated Lands is not willing or able to complete the work.  

- All site personnel were demobilized on September 4, 2015 for the Labor Day holiday.  Site personnel will mobe back to site the week of September 14, 2015.
