1.1.1 Incident Category

1.1.2 Site Description

The Site is the former location of the Waunakee Alloy Castings Corporation which ceased operations in 2009. The Site contains one large main building where casting operations occurred and five smaller surrounding outbuildings that contain molds and other artifacts that were needed in the facility's processes when it was still in operation. A small office building is located in the southwest corner of the Site. There are various hazardous material issues throughout the Site.

1.1.2.1 Location

The Waunakee Alloy Facility is located in Waunakee, Dane County, WI. The site is an abandoned metal castings facility.

The site borders a park and six mile creek to the south, Madison St to the west, and resident homes to the north and east. 

1.1.2.2 Description of Threat

The main contaminants are elemental mercury and PCB's (Aroclor-1248 and Aroclor-1254). The areas with the most significant contamination are the eastern end of the main building and the voltage room. Flammable and corrosive chemicals were also identified on the site.

START continued to perform perimeter dust monitoring using DataRAM's and Viper on the north, south, east, and west sides when the weather permitted (DataRAM's were pulled early on 9/17 due to rain), no dust readings were detected above background levels. START continued to screen areas where ERRS had cleaned to ensure mercury contamination had been removed from the area. On 9/16 START assisted ERRS in collecting samples from the three stock piles in the hot zone and from the vertical tank which contains a type of resin. The stock pile samples will be analyzed for TCLP, Total Metals, and PCB's. The vertical tank sample inside the building containing Alkyd Resin will be analyzed for PCB, Flashpoint, BTU. The vertical tank was assessed and VOC levels inside and directly outside of the tank were found to be high. Therefore, after discussions between the EPA, ERRS, and START it was decided that to clean and enter the tank Level B PPE would need to be worn and entering the tank would be considered confined space entry and require the proper permits and procedures. The Level B gear, regulators and air bottles arrived on site on 9/17 and the crew removed the bottoms and deconned the side walls of the tank.

ERRS continues to vacuum foundry sand and foundry sand that is contaminated with mercury inside the building. Debris was segregated and moved to the roll off-box for disposal.  Mercury Vacuum was used on the foundry sand with high levels of mercury.  A drum vacuum is being used on the foundry sand with low mercury readings.

ERRS is awaiting a bid on the disposal of the capacitors which contain both PCB and Mercury contamination.

ERRS completed emptying and crushing of drums and totes located in the staging area as well as bulking of all small containers into shippable cubic yard boxes. 

ERRS continued vacuuming and segregating foundry sands based on START mercury assessment findings.

START completed mercury screenings of areas which ERRS had finished cleaning, conducted perimeter dust monitoring, collected samples and sent them to the lab for analysis, and documented site activities.

ERRS completed the cutting of the vertical tank, removed the contents of a large tank and deconned the interior.

ERRS will also continue to remove foundry sand located throughout the building.

START will continue to perform daily perimeter dust monitoring and conduct mercury vapor screenings of rooms as ERRS completes their cleaning. START will also continue to document and monitor site activities.

ERRS will continue to receive bids for disposal of wastes.

The drummed and cubic containers on site have been sampled for disposal parameters and waste characterization forms and bid forms have been prepared to secure disposal facilities. 

Complete removal of foundry sand, and mercury and debris from inside the building.

Dispose of all Hazardous and Non-Hazardous Waste.
