EPA arrived on scene at 2230 hrs on 11/26/2015 and observed oil in County Drain.

2.1.1 Narrative
EPA mobilized to the site and observed oil in the County Drain within a collection point at a culvert near the intersection of Wade Road and Wilkinson Road that was established by the Shiawassee County EM.
2.1.2 Response Actions to Date
11/26/2015-11/27/2015: EPA deployed absorbent boom within the County Drain to create collection points near the intersection of Wade Road and Wilkinson Road. Absorbent pads were used to remove oil from the collection points. Oiled pads and boom were bagged for disposal. A fingerprint sample was collected for analysis at the USCG laboratory. At 0400 hrs on 11/27/2015 EPA left site and returned at 1000 hrs on 11/27/2015 to further assess the situation with Shiawassee County EM and MDEQ in daylight hours.
During the daylight assessment, EPA observed pockets of oil, oiled vegetation, and sheen for approximately one mile upstream of the collection point. Three dead Canada geese were also observed. EPA mobilized additional resources and issued a notice of federal interest to the property owner, Mr. George Zmitko Jr.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The oil appears to be emanating from a drainage tile located at 5150 W. Mason, Owosso, MI. A team will be assembled to pursue enforcement activities.
