1.1.2 Site Description
County Drain (Miner Drain and Miner Extension Drain) in rural/agricultural setting. Approximately 2.5 miles of surface water impact in County Drain system between Mason Road and King Road in Owosso, MI.

1.1.2.1 Location
1999 North Wade Road, Owosso, MI.

1.1.2.2 Description of Threat
Oil in County Drain threatening Shiawassee River.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA arrived on scene at 2230 hrs on 11/26/2015 and observed oil in County Drain along Wilkinson Road.

The County Drain impacted is known as the Miner Extension Drain between Mason Road and Wilkinson Road and the Miner Drain from Wilkinson Road north to King Road. The Miner Drain Extension begins underground on the north side of Mason Road and becomes a surface water body just north of Mason Road. Two drainage tile pipes were observed on the south side of Mason Road that flow through a culvert under Mason Road and into the catch basin for an underground section of the County Drain. Oil staining was observed in one of the drainage tiles and oil stained vegetation and sheen were observed at the catch basin. The interior of the culvert connecting the drainage tile outfall and catch basin was observed to be stained with oil. Approximately 300 gallons of oil were estimated to have been released into the County Drain from an unknown source south of Mason Road.

Access from all property owners along the impacted section of the County Drain, hereafter referred to as drain, has been granted.

2.1.2 Response Actions to Date
11/30/2015: Crews continued to remove oiled vegetation and debris from the drain and recover oil. A vacuum truck was utilized to recover oil from the drain just south of Wilkinson Road. A frac tank arrived on site to stage recovered oil and water for later disposal. A mini-excavator and skid steer were utilized to remove oiled vegetation and debris from the drain. Additional containment boom was deployed just downstream of the containment point established on Cronk Road. Crews continued to remove oiled vegetation and debris and collect oil with absorbent boom, pads, and snares. An additional crew was that mobilized on 11/29/2015 arrived on site at 1200 hrs and began addressing the impacted areas of drain north of Wilkinson Road. Oiled pads, boom, and snares were bagged for disposal. 1,200 gallons of oil/water was transferred from the tanker truck into the frac tank to be stored for later disposal pending analytical results.

A sample of the oil collected on 11/26/2015 was delivered to the MDEQ laboratory in Lansing, MI for fingerprint analysis. A sample of the oil collected on 11/30/2015 was delivered to Brighton Analytical in Brighton, MI for analysis for disposal. 

Crews continued work overnight due to the chance of rain in the overnight forecast. Crews spot cleaned areas of the drain along the south side of Wilkinson Road with absorbent pads and boom. Crews also replaced the oily pads and boom near the drainage tile pipes on the south side of Mason Road and near the catch basin on the north side of Mason Road.

12/01/2015 - Crews continued to remove oily vegetation and sediment using the mini-excavator and skid steer, and collect oil using absorbent pads and booms.  Crews also continued using the vacuum truck to collect oil from the drain on the south side of Wilkinson Road. Approximately 700 gallons of oil/water was recovered. Crews installed additional absorbent boom in the drain along Wilkinson Road, and in the drain between Wilkinson Road and Cronk Road.  One additional crew member was mobilized to the site, and arrived onsite at 1300 hrs.  Two roll-off dumpsters were delivered.  The roll-off dumpsters were lined with poly sheeting and will be used to dispose of oily sediment and vegetation. The crew loaded one of the piles of sediment that was staged on poly sheeting overnight into the roll-off dumpster. 

Analytical results of the sample collected 11/30/2015 came back as non-hazardous liquid. Fingerprint analysis results of the sample collected on 11/26/2015 are pending.

A FPN was opened for $30,000 on 11/26/2015 and was increased to $80,000 on 11/29/2015. A request for an increase to $180,000 was sent on 11/30/2015.

The START TDD is set at $10,000.
