1.1.2 Site Description
County Drain (Miner Drain and Miner Extension Drain) in rural/agricultural setting. Approximately 2.5 miles of surface water impact in County Drain system between Mason Road and King Road in Owosso, MI.

County Drain known as Miner Extension Drain and Miner Drain between Mason Road and King Road.

Oil in County Drain threatening Shiawassee River.

U.S. EPA arrived on scene at 2230 hrs on 11/26/2015 and observed oil in County Drain along Wilkinson Road.

2.1 Operations Section

2.1.1 Narrative

The County Drain impacted is known as the Miner Extension Drain between Mason Road and Wilkinson Road and the Miner Drain from Wilkinson Road north to King Road. The Miner Drain Extension begins underground on the north side of Mason Road and becomes a surface water body just north of Mason Road. Two drainage tile pipes were observed on the south side of Mason Road that flow through a culvert under Mason Road and into the catch basin for an underground section of the County Drain. Oil staining was observed in one of the drainage tiles and oil stained vegetation and sheen were observed at the catch basin. The interior of the culvert connecting the drainage tile outfall and catch basin was observed to be stained with oil. Approximately 300 gallons of oil were estimated to have been released
into the County Drain from an unknown source south of Mason Road.
Access from all property owners along the impacted section of the County Drain, hereafter referred to as drain, has been granted.
2.1.2 Response Actions to Date
12/02/2015 - Crews
continued to remove oily vegetation using the mini-excavator and
skid steer and collect oil using absorbent pads and booms. Crews continued using the vacuum truck
to collect oil from the drain on the south side of Wilkinson
Road. Crews removed and reinstalled hard boom containment at Cronk Road. Crews removed and replaced saturated absorbent boom as needed. One additional roll-off dumpster arrived on site and crews transferred staged disposal material (i.e., oily vegetation, absorbent boom, pads, and snares) from the poly sheeting to the roll-off. A crew transferred the contents of the frac tank into the vacuum truck and decontaminated the frac tank. The vacuum truck was demobilized from the site and sent to dispose of the oil and water.
The suspected source of the oil was potentially identified and samples of oil were collected, one from a sump area and one from an underground storage pit. The samples, in addition to the sample collected from the drain on 11/27/2015, will be sent to the USCG laboratory for fingerprint analysis on 12/03/2015.
12/03/2015 - Crews continued to remove oily vegetation using the mini-excavator and
skid steer and collect oil using absorbent pads and booms. Crews removed and replaced saturated absorbent boom as needed. Crews continued to stage waste in the roll-off dumpsters for disposal.Crews began decontaminating equipment for demobilization. Oil samples collected on 12/02/2015 and 11/27/2015 were packaged and shipped to USCG for fingerprint analysis. Based on progress made by the end of the work day and anticipated need, approximately one-third of the crew and associated equipment were scheduled to demobilize in the morning of 12/04/2015.
12/04/2015 - Crews continued to remove oily vegetation and collect oil using absorbent pads and booms. Crews removed
and replaced saturated absorbent boom as needed. Based on evaluation and assessment of locations with deployed absorbent
boom, crews began removing excess absorbent boom from various sections
of the drain. Crews installed hard boom containment at the concrete outfall where the
drain becomes a surface water body as a precautionary measure in the
case that residual oil is present in the underground portion of the
drain. In an additional precautionary measure, crews deployed absorbent
boom around the catch basin on the north side of Mason Road and at the
drainage tile outfall on the south side of Mason Road. Crews continued to
decontaminate equipment for demobilization. Crews continued to stage waste in the roll-off dumpsters for disposal and began sending off solid waste for disposal to Waste Management Venice Park RDF in Lennon, MI. 3 loads of solid waste was shipped off site.
12/05/2015 - 4 loads of solid waste were shipped off site for disposal at Waste Management Venice Park RDF in Lennon, MI. 2 empty roll-off dumpsters were returned to the site following disposal of the contents, and were staged on the side of Wilkinson Road. The empty dumpsters will be removed from the site on 12/07/2015. Crews also completed decontamination of the skid steer and mini-excavator, and prepared them for demobilization.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
