1.1.2 Site Description
Refer to the Initial Polrep for additional information about Site Description.
The site is comprised of three residential parcels surrounding 86 Fay Street. These three lots consist of the Swede Village Condominium Complex (106 Lundburg Street), a single family residence (74 Fay Street), and an empty lot that is owned by the same owner of the single family residence (78 Fay Street). The site extends into the O'Donnell Park property to the north of 86 Fay Street.
1.1.2.1 Location
The Site is located at properties along Fay Street and Lundburg Street in Lowell, MA.
1.1.2.2 Description of Threat
Refer to the Initial Polrep for more detailed information on the description of threat.
From the 1800s through the early 1900s, areas of the site were reportedly utilized as a dumping ground for ash from the Middlesex North Agricultural Fairgrounds. Heavy metals such as lead and arsenic, and polycyclic-aromatic hydrocarbons (PAHs) are present in the ash, posing a threat to the local population.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
See Polrep #1,2, 3, and 4 for information regarding previous response actions at this site.
EPA has conducted removal assessment events in July 2013, June 2014, July 2014, and an assessment of the O'Donnell Park field in April 2015 to determine the extent of contamination at the Site. The April 2015 sampling investigation revealed contamination extending into the school property at O'Donnell Park and an Action Memo was approved for further removal actions at this location.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
See Polrep # 1-5 for information regarding previous actions at this site.
ERRS remobilized to the Fay Street Site on July 13, 2015 to begin removal activities on a portion of the O'Donnell Park property (a continuation of the Fay Street Site removal, but a new phase of the clean-up). EPA is working with the START contractor's engineering service to finalize a grading sketch for the property. This sketch, along with a rain garden designed by the Rain Garden Team (EPA personnel from OEP and OSRR), was implemented in the field to minimize erosion and flooding concerns on the property in addition to minimizing contaminated soil T&D costs.
2.1.2 Response Actions to Date

The following activities have been completed since the Polrep 5 was released:
- Mitigation of contamination at the site by EPA ERRS and START contractors;
- Installation of a 20'x40' rain garden;
- Transportation and disposal of 2,041 tons of contaminated soil, of which approximately 1,400 tons were recycled as daily cover for a landfill;
- Construction of 3-foot permeable cap on excavated area;
- Collection of samples for extent of removal activities and T&D activities;
- Implementation of dust suppression throughout removal activities;
- Collection of dust monitoring results through VIPER telemetry system;
- Restoration of site including trees (trees provided as in-kind service from the City of Lowell), hydro-seeding, rain garden plants, installation of fences, and drainage.
- Demobilization of ERRS contractor on 11/13/2015

Dust Control Issues:
EPA continuously monitored for contaminated dust and employed dust control measures to ensure that no contamination left the site. Up to four (4) DataRAMs were deployed surrounding excavation operations and the EPA VIPER system was used to continuously monitor for dust. Dust monitoring operation concentrations were developed in conjunction with the Massachusetts Department of Public Health (MA DPH) and the Agency for Toxic Substances and Disease Registry (ATSDR).

Community outreach was on-going through the removal action. The On-Scene Coordinator, in conjunction with the Community Involvement Coordinator, were available to answer any community concerns. The community was aware that the EPA Command Post was open for community members to have their questions answered by the EPA OSC, and contact information for all agencies was made widely available.
