2.1.1 Narrative
FEMA has issued Mission Assignments to EPA to staff the ESF#10 desk at the FEMA AFO, to conduct ESF#10 operations for HHW and orphan containers, and to conduct debris removal.
2.1.2 Response Actions to Date
See previous SitReps for previous information. The following is a summary of each day in this reporting period:
1/16/2016 - One HHW collection team was active. Nine debris removal teams were active. FEMA, USACE and ESF#10 representatives met with AmeriCorps representatives. 100+ AmeriCorps members are scheduling to assist residential property owners in removing and moving flood C&D debris to curbside for pick-up. EPA and FEMA confirmed that a HHW collection/'milk run" will be scheduled in SW Missouri by EPA OPS. There will be no debris removal in SW Missouri.
1/17/2016 - Three HHW collection teams were active. Eight debris removal teams were active. Extreme cold conditions suspended boat operations. A recycler was selected for electronic and white goods.
1/18/2016 - Three HHW collection teams were active. To date, approximately 90 percent of HHW container collection has been done in either Arnold, Fenton or Pacific. Eight debris removal teams were active. To date, Franklin County and St. Louis County have accounted for approximately 81 percent of debris recovered.
1/19/2016 - Four HHW and one orphan container collection teams were active. Seven debris removal teams were active. EPA surpassed the collection of 10,000 HHW-related containers. Emphasis is being shifted to orphan container collection as more and more priority areas of debris are recovered. At least 130 orphan container "targets" have been identified to as needing recon and/or pickup.
1/20/2016 - Due to cold and wintry conditions, operations were suspended - no HHW collection or debris removal teams were active.
1/21/2016 - HHW collection and debris removal teams were in full operation after a weather-caused shut-down the previous day. Three HHW collection teams were active. Six debris removal teams were active. Teams experienced a slight "spike" in debris collections as more collections were completed in lower priority jurisdictions. The area of possible HHW collection in southwest Missouri was cancelled - local authorities will handle. Electronic waste shipments to recyclers began today, as well as some shipping of white goods. The AFO sent representatives to the EPA command post in Fenton to assist with the coordination and mapping of new "targets" identified by National Guard representatives and community members that have a daily presence in the communities in the flood impact zone.
1/22/2016 - Five HHW collection teams were active. Five debris removal teams were active. Operations continued a shift from debris removal teams to HHW collection teams. Eleven pallets of e-waste were sent for recycling, as well as 21.41 tons of scrap metal.
AFO ESF#10 has received 11 completion release forms from community leaders to date (Arnold, Byrnes Mill, Eureka, Herculaneum, Kimmswick, O'Fallon, St. Charles (City), St. Peters, Union, Valley Park, Jefferson County); nine release forms are yet to be received (Fenton, Florissant, Kirkwood, Pacific, Portage Des Sioux, West Alton, Franklin County, St. Charles County, St. Louis County).

Continued staffing the FEMA AFO and provide assistance, as needed, to the state.
Continue HHW collection documenting each pass through neighborhoods.

The Region 7 REOC continues to be activated to assist with all field operations.

- EPA Liaison to the FEMA RRCC in Kansas City, Missouri under MA MO-15122901-EPA-01 (end date: 1/15/2016)
- Household Hazardous Waste, white goods, e-goods and orphaned container operations under MA 3374EM-MO-EPA-01
- EPA Liaison to the FEMA AFO in St. Louis, Missouri under MA 3374EM-MO-EPA-02
- Construction and demolition flood debris and vegetative debris under MA 3347EM-MO-EPA-03

An EPA information officer from the Kansas City Regional office is coordinating with the disaster related JIC. On January 22, 2016, EPA issued a press release and fact sheet related to home renovations and lead-based paint, including a discussion of EPA's "Renovation, Repair and Painting" Rule. These were shared with the FEMA/SEMA JIC, where the fact sheet will be placed on the state's main flood recovery web page. Hardcopy versions of the fact sheet will be shared with on-ground volunteers for distribution to homes.
