2.1.1 Narrative
3/23/2016
At approximately 12:45 on 3/23/2016 a tanker truck carrying
approximately 8100 gallons of gasoline ran off the road causing a discharge of
gasoline (NRC 1143562). The tanker truck was engulfed in flames resulting in
one fatality. No other vehicles were involved. The fire completely burned the
truck and it is unknown how much gasoline made it to the nearby drainage ditch
and how much was consumed in the fire. Two firefighters were taken to the
hospital with minor injuries. OSC Englert and SC DHEC mobilized to the Site to
ensure adequate response.
OSC Englert met with representatives from SC DHEC and issued
a notice of federal interest to representatives from APC Spartanburg, the
owners of the tanker truck. Initial assessments confirmed that approximately
one hundred to one hundred and fifty feet of a drainage ditch and adjacent
property were impacted with small pools of gasoline and firefighting water. The
drainage ditch leads to a nearby tributary of the Saluda River.

Englert demobilized late on the evening of March 24 and the site transitioned
to SCDHEC oversight.
2.1.2 Response Actions to Date
In the evening of 3/23/2016, contractors working for the Responsible Party, APC Spartanburg, performed salvage operations to remove the remains of the tanker truck and used a vacuum truck to remove remaining oily water from the drainage ditch. Additional response activities were discussed and plans were made to sample a residential well in close proximity to the location of the spill. Media interest was initially high but subsided.

Contractors working for APC Spartanburg began excavating contaminated soil impacted by gasoline and gasoline bearing fire suppression water. PID readings taken near spill areas were within acceptable limits or close to background - indicating that a large amount of the gasoline was consumed by the fire. PIDs were also used to screen excavated soil . this screening revealed several areas more heavily impacted by gasoline than previously thought. Additional excavation will be performed in these areas and analytical samples will be taken after all excavation and disposal is complete. One resident requested their well be sampled. Contractors working for APC pulled an initial sample to establish a background and will pull subsequent samples at intervals agreed upon by the involved parties, SCDHEC and EPA
