Diesel fuel spill from operator error.

1.1.2 Site Description

The Site is the basement and surrounding areas of a multifamily building.

1.1.2.1 Location

The Site is located in a condo in an upscale residential area of San Juan in close proximity to the San Juan Bay.

1.1.2.2 Description of Threat

A maintenance worker servicing a large standby electrical generator caused a Diesel spill inside the basement of the building.  The worker used a high-pressure water hose to disperse the spill into an outside area.  The Diesel entered a storm drain that feeds a pathway into the San Juan Bay, a navigable waterway of the U.S.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Odors from the spill alerted residents of the building who notified the Coast Guard.  The Coast Guard notified EPA through the REOC and an OSC was dispatched to the scene.  The Homeowners Association hired a remediation contractor to clean up the spill and the EPA OSC is on the scene to monitor the contractor.

EPA dispatched an OSC to the scene to monitor the activities of the remediation contractor hired by the condo management.

The RP has been partially identified as an employee of an electrical company that was servicing the standby generator.
