1.1.1 Incident Category
Time-Critical Removal Action.
1.1.2 Site Description
Michner Plating Mechanic Street (Site) is a former plating shop which operated from the 1930s until 2007. Michner Plating also operated a separate facility on Angling Road in Jackson, Michigan, until May 2015. The Site contains approximately 1,100 drums, vats, totes, and other containers. Labels and sample analytical results indicate the potential presence of cyanide, zinc cyanide, nickel chloride, chromic acid, hydrogen peroxide, sulfuric acid, ignitable wastes, reactive wastes (including water reactive chemicals), and other chemicals.
1.1.2.1 Location
The Site is located at 520 North Mechanic Street in Jackson, Jackson County, Michigan, in a mixed commercial and residential area and is bound to the north by a commercial property, to the east by North Mechanic Street with residential dwellings and commercial properties beyond, to the south by East Trail Street with commercial properties beyond, and to the west by a railroad and the Grand River. The Site sits on roughly 4 acres, and contains four buildings totaling approximately 137,000 square feet.
1.1.2.2 Description of Threat
The Site contains approximately 1,100 drums, vats, totes, and other containers. Labels and sample analytical results indicate the potential presence of cyanide, zinc cyanide, nickel chloride, chromic acid, hydrogen peroxide, sulfuric acid, ignitable wastes, reactive wastes (including water reactive chemicals), and other chemicals.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA previously conducted an assessment and determined a Time-Critical Action was warranted. See Sitrep 1 for additional information.

2. Current Activities
|
|
2.1 Operations Section
|
|
|
2.1.1 Narrative
EPA began a Time-Critical action consisting of the removal of over 1,100 containers of hazardous waste on August 24, 2015.
2.1.2 Response Actions to Date
3/14/2016 – The crew completed waste bulking alkaline solid material in pit P008 and oxidizing solid material in pit P009. The crew also began waste bulking oxidizing solid material in vat B010 in the southern building. The chemist labeled packaged waste containers in the northern building in preparation for transport and disposal.
3/15/2016 – The crew completed waste bulking the oxidizing solid in vat B010 in the southern building, and 2 drums with neutral solids and 3 drums with flammable solids in the northern building. The crew also poured sample jars that were used for hazard categorization into the appropriate containers with compatible materials. The chemist continued labeling and staging packaged waste containers in the northern building in preparation for transport and disposal.
3/16/2016 – The crew received three poly totes and 5 poly 55-gallon drums, and continued waste bulking chromic acid containers. The crew also continued pouring sample jars into the appropriate containers, and continued labeling and staging the packaged waste containers for transport and disposal.
3/17/2016 – The crew completed waste bulking the chromic acid containers and collected samples from 12 containers with alkaline liquids that will be mixed during waste disposal. The chemist completed bucket bulking tests of the alkaline liquids. The crew also continued pouring sample jars into the appropriate containers. The roll-off dumpster with hazardous neutral solids was removed from the site and transported for disposal at EQ Detroit located at 1923 Frederick Street, Detroit, Michigan. Also, one load with 23 cubic yard boxes containing hazardous waste solids with cyanide was transported offsite for disposal at EQ Detroit in Detroit, Michigan.
3/18/2016 – The crew continued pouring sample jars into the appropriate containers. The crew also decontaminated equipment and secured the site buildings in preparation for the break prior to finishing transport and disposal. The crew staged the skidsteer, Bobcat loader, mini-excavator, and generators outside the building to be demobilized.
From 3/19 – 4/10/2016, no site work occurred.
4/11/2016 – Site personnel remobilized after shutdown. The crew began transferring alkaline liquids with high cyanide concentrations from vats into poly totes. Two loads were transported offsite for disposal. 16 cubic yard boxes and 1 drum of hazardous waste solids with cyanide, 1 drum of waste corrosive solids, and 18 drums of waste corrosive liquid were transported to Michigan Disposal Waste Treatment Plant located at 49350 North I-94 Service Drive, Belleville, Michigan; and 1 tote and 6 drums of hazardous waste liquid with cyanide and 6 cubic yard boxes of hazardous waste solids with cyanide were transported to EQ Detroit in Detroit, Michigan. The crew also labeled and staged packaged waste containers in preparation for additional offsite transport. The chemist collected a sample of an acidic solid material which was delivered to EQ Detroit for waste disposal purposes

4/12/2016 – The crew continued transferring alkaline liquids with high cyanide concentrations from vats into poly totes. One load was transported offsite for disposal. 9 drums and 1 tote of hazardous waste liquids with cyanide, 5 cubic yard boxes and 4 drums of hazardous waste solids with cyanide, 4 cubic yard boxes and 4 drums of non-hazardous alkaline solids, 1 drum of waste oxidizing toxic solids, 1 tote of waste hypochlorite, 4 drums of non-hazardous carbon black solid, and 2 drums of waste hydrogen peroxide were transported to EQ Detroit in Detroit, Michigan.
4/13/16 – The crew completed transferring the alkaline liquids with high cyanide concentrations from vats into poly totes. The crew also power washed and soaked 4 drums of cadmium balls. The crew will collect a sample of the cadmium balls to send to a local metal recycler to determine if they can be recycled. Four loads were transported offsite for disposal. 1 tanker truck with approximately 2,200 gallons of waste corrosive liquid was transported for disposal at Waste Management – Vickery Environmental located at 3956 State Route 412, Vickery, Ohio; 12 totes and 23 drums with waste acidic liquid, 3 drums with waste flammable liquid, 1 tote with waste sulfuric acid, and 1 tote with waste nitric acid were transported to Petro-Chem Processing Group located at 421 Lycaste Street in Detroit, Michigan; 1 drum with waste sodium dithionite was transported to Heritage Environmental Services located at 7901 West Morris Street in Indianapolis, Indiana; and 10 cubic yard boxes and 11 drums with hazardous waste solid and 11 drums with waste acidic liquids were transported to EQ-Detroit in Detroit, Michigan.
4/14/2016 – The crew began decontaminating equipment and packing up the site trailers. The chemist delivered the cadmium ball sample. 3 loads were transported offsite for disposal. 19 drums with waste flammable liquid, 25 drums with hazardous waste solids, 5 drums with non-hazardous multi phase liquid, 1 drum of non-hazardous motor oil, and 2 totes and 20 drums of hazardous waste liquid were transported to Petro-Chem Processing Group in Detroit, Michigan; 17 totes of waste corrosive liquid with cyanide were transported to EQ-Detroit in Detroit, Michigan; and 9 drums with waste sodium cyanide, 1 drum with waste zinc cyanide, 3 drums with waste flammable liquids, 1 drum with waste flammable aerosols, and 7 cubic yard boxes and 2 drums with waste cyanide solids were transported to Ross Incineration Services located at 36790 Giles Road in Grafton, Ohio.
4/15/2016 – The crew decontaminated equipment and packed up the site trailers. The crew staged the skidsteer and generators outside the building to be demobilized. Electricians will be onsite to disconnect the site trailers from electrical lines, and the site trailers will be demobilized next week.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Michner Plating Company is the potentially responsible party (PRP), however, the company relinquished ownership of the property to the Jackson County Treasurer's Office due to tax reversion and bankruptcy. The removal action is a Fund Lead as a result of the PRP's bankruptcy and inability to finance the cleanup.

2.2.2 Issues
Based on the difficulty encountered in managing and bulking the site waste to date, there will be little funding to address additional and potential sources of waste encountered on site during the cleanup process. The OSC has coordinate with the State of Michigan and EPA Remedial Branch to initiate further investigations into the extensive contaminated building structures and floors and potential underground hazards likely to exist at the site once the Time-critical cleanup is finished.
