Emergency Removal Action. 

1.1.2 Site Description

On April 25, 2016, Lane Regional Air Protection Agency (LRAPA) received an anonymous complaint alleging improper handling of asbestos during the demolition of a burned mobile home. LRAPA investigated the matter and located an asbestos survey for the demolished mobile home. The asbestos survey results indicated the presence of Chrysotile asbestos fibers in the housing materials and demolition debris. After further investigation LRAPA located ACM and asbestos contaminated debris from the site in two locations:

1. One dump truck load of demolition debris at the demolition subcontractor's home and,
2. One trailer with a rejected load of solid waste containing ACM demolition debris at Short Mountain Landfill.

On May 3, 2016 LRAPA consulted OR DEQ and EPA Criminal Investigation Division (CID) and requested EPA Region 10 Emergency Response assistance with assessment and removal of hazardous substances.  LRAPA expressed concern that cutting ACM roof material generated airborne friable asbestos. On May 4, 2016 one OSC, two Superfund Technical Assistance Response Team (START) and the Emergency and Rapid Response Services (ERRS) Removal Manager (RM) deployed to the scene.

1.1.2.1 Location

The original release occurred in a rural residential area on Edenvale Road in Pleasant Hill, an unincorporated community in Lane County, Oregon.  The site includes a partially demolished burned mobile home and surrounding demolition debris.  

A load of ACM and asbestos contaminated debris is located at the subcontractor's home in a rural area on Latham Road in Cottage Grove, Lane County, Oregon. 

A trailer containing a rejected load of solid waste, ACM and asbestos contaminated debris is located at the Short Mountain Landfill, 84777 Dillard Access Road, Eugene, Lane County, Oregon, 97405.

1.1.2.2 Description of Threat

The material released is asbestos, a CERCLA hazardous substance.   Breathing asbestos can increase the risk of lung cancer, mesothelioma, and asbestosis.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

EPA confirmed based on LRAPA sampling that ACM and asbestos contaminated debris was present at all three locations.

Completed removing ACM and asbestos contaminated debris at mobile home site and the subcontractor's property on Latham Road.

2.1.2 Response Actions to Date

May 9, 2016

Mobile Home Site

• Removed and staged 26 cubic yards of ACM, asbestos contaminated debris and asbestos contaminated soil in lined and covered containers on-site until transportation to off-site disposal facility becomes available
• Prevented airborne asbestos during operations through continuous wetting of debris and soil or misting perimeter
• Conducted background and perimeter air monitoring for particulate; adjusted operations as needed based on air monitoring results
• Collected perimeter and background air samples for asbestos
• Transported 40 cubic yards of ACM and asbestos contaminated debris for off-site disposal.
• Removed 25 containers of household hazardous material and transported to county household hazardous material disposal facility
• Removed residual contamination from concrete pad and driveway using pressure washer
• Removed residual contamination from the porches of neighboring properties using HEPA vacuum

 Latham Road Site

• Conducted perimeter air monitoring and sampling
• Removed 30 cubic yards of ACM and asbestos contaminated debris
• Prevented airborne asbestos during operations through continuous wetting of debris
• Staged debris in roll-off container with double lined and covered reinforced poly

May 10, 2016

 Mobile Home Site

• Removed and staged seven cubic yards of asbestos contaminated soil in lined and covered containers on-site until transportation to off-site disposal facility becomes available
•  Decontaminated equipment
• Removed temporary site control fencing

 May 11, 2016

 Mobile Home Site

• Transported 27 cubic yards of ACM, asbestos contaminated debris, and asbestos contaminated soil for off site disposal

Latham Road Site

• Transported 30 cubic yards of ACM and asbestos contaminated debris for off-site disposal
