2.1.1 Current Activities
- On July 25, 2016 an Action Memorandum Modification was approved which increases the Removal Action Project Ceiling to $,5,601,179 and expands the removal action to include areas of the property located across the street from Walp trucking. Storm water from the site
discharges from the Walp trucking property through one of two culverts to the
surface of the unused wooded lot across the street from Walp Trucking. This lot is owned by Mr. James Perchack. Water flows to
the surface of the property and either evaporates and/or percolates into the
ground. A total of 47 surface and
subsurface soil samples have been collected from the areas where water discharges to
this property and 9 samples contained PCBs at concentrations greater than 1
mg/kg and less than 25 mg/kg. No PCB
equipment or related scrap has been observed on the Perchak property.
- A total of approximately 1,653 tons (75 intermodal containers) of PCB contaminated soil/debris was transported off site from the Walp Trucking property during the reporting period. PCB contaminated soil is being transported by truck and rail to Heritage Environmental Services in Roachdale, Indiana for disposal as PCB Remediation Waste. To date, a total of approximately 10,158 tons of soil has been transported off site from the Walp Trucking property and 3,255 tons has been transported off site for disposal from the Schiavo property.
- ERRS excavated soil in the central portion of the Walp Trucking parking lot in areas C-037, C-038, C-039, C-040, C-041, C-042, C-043 and C-044. All areas were excavated to a depth of approximately 36 inches with the exception of areas C-041 and C-042. Due to a large quantity of electrical equipment related scrap, C-041 and C-042 were excavated to depths of approximately 42 and 84 inches, respectively. All confirmation samples contained less than 1 mg/kg PCBs except for samples collected from areas C-041, C-042, and C-044, which contained PCBs at greater than 1 mg/kg and less than 25 mg/kg. Orange safety fence was placed at the bottom of excavations in these areas prior to backfilling.
-All excavation areas were filled with clean fill and 2A modified stone. A compactor was used to ensure proper compaction. A total of 33 loads of backfill, 26 loads of 2A modified stone, and one load of top soil delivered to the site for use on the Walp trucking property.
- A total of 5 loads of top soil was delivered to the site and was spread on western portion of the Shiavo property. Grass seed was then spread in this area.
- During the reporting period, a total of 15 large capacitors were uncovered and placed in 55-gallons drums with absorbent material. Drums will be stored on site temporarily in a secure area until off site disposal is arranged. To date, a total of approximately 496 large capacitors have been recovered at the site. Daily inspections of the drum storage area were conducted.
- Water from excavations was pumped to two temporary storage tanks. ERRS began treating water using a filtration system that consists of a bag filter, clay drum filter, and two activated carbon drums. Water samples were collected when treatment began and after 10,000 gallons was run through the system. PCBs were not detected in either sample. The treated water is being used to water recently seeded areas of the site.
- Trees and debris that were generated during previous clearing activities at the site was loaded into a rolloff and was transported off site for disposal.
- START performed daily air monitoring for particulates. No site action levels were exceeded.
