1.1.2 Site Description
The site is a large, inactive plating shop, which was shut down by the East Bay Municipal Utility District (EBMUD) in 2012, when the utility revoked ED-Coat's permit to discharge wastewater from their operations. The facility has been idle since that time, while appealing the utility's decision. In the interim, plating tanks full of corrosive solutions have been degraded and many of them are now in very poor condition, presenting the threat of a release of toxic, corrosive liquids.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA visited the site on July 15, 2015, with the Alameda County Department of Environmental Health (ACDEH). ED-Coat is in the process of filing the necessary paperwork with ACDEH to resume operations, although they still do not have a permit from EBMUD, so it is unknown if they will resume operations. During the site visit, EPA observed that one plating line, consisting of approximately a dozen tanks and known as the 'barrel line', was in especially bad condition.

2.1.1 Narrative
EPA issued ED-Coat a Notice of Federal Response Action on January 22, 2016, requiring them to pump the solution in the barrel line tanks into competent containers. ED-Coat struggled to produce a workplan and hire a contractor, but finally received approval from EPA on a workplan and contractor on February 25, 2016.
2.1.2 Response Actions to Date
On May 13, OSC Reiner oversaw the transfer of plating solutions from the barrel line tanks into new polyethylene drums. The solutions were pumped into twenty-two 55-gallon drums. The drums were placed on a heavy duty plastic liner, with raised edges supported by lumber, in order to provide secondary containment around the drums. These solutions will be stored this way until the facility determines it is able to re-open, in which case it will place the solutions back into use in new plating tanks, or until the facility closes permanently. In the latter case, the materials will likely have to be managed as hazardous waste, under the oversight of ACDEH.

ED-Coat is the only identified PRP at this site at present, and has conducted all required work to date.
