1.1.1 Incident Category

Earthquake resulting in fuel and wastewater (sewage) environmental releases in West Sacramento. 

1.1.2 Site Description

As a result of an earthquake on 09-26-16, there are fires reported at multiple locations in West Sacramento, including at least one storage tank at Equilon tank farm and natural gas pipelines around the city. There is a train derailment with at least 3 chlorine cars containing 90 tons of chlorine each. Wastewater treatment and drinking water supply have been disrupted. Communications in the area are sporadic.

1.1.2.1 Location

Tank farm is at South River Road, train derailment is at 5th Street and D Street.

1.1.2.2 Description of Threat

Free product from the tank farm has entered the Sacramento River, sewage is also discharging into the river. The impacted area is home to endangered species (vernal pool shrimp). Precautions are being taking in the event of a release from the derailed chlorine cars.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Air monitoring is showing impact in the area around the tank farm and downwind from the facility. Multiple SCATs have been deployed along both sides of the river bank to assess impacts of the free product release.

2. Current Activities

2.1.1 Narrative

Three staging areas have been established:

  1.  Highway 275: 237 Highway 275
  2.  IKEA Parking Lot: 700 IKEA Court
  3.  Staging Area East: 5533 Sandburg Drive

2.1.2 Response Actions to Date

  • River has been divided into 5 segments of 2 miles each. SCAT teams have been deployed for each segment, one team on each side of the river. There are area arrays being installed around Equilon facility, and the train derailment location. Multi-rays have been requested for use at all locations.
  • 50 palettes of drinking water have been brought in to Staging Area East and are available to Sacramento Fire Dept for distribution when needed.
  • Monitoring of rail cars is ongoing for potential chlorine gas release.

    ENV has concluded that there are no surface water intakes downstream of the spills.

    Groundwater wells downstream should not be affected.

  • ENV created map of Chlorine setback and evacuation areas, including operational areas, staging areas, derailment and spills and fires.  PM 2.5 monitoring data were included for reference.

    ENV identified the proximity of spills to drinking water sources.  ENV concluded that no surface water intakes were downstream of the spills and that the nearby drinking water wells faced no immediate threat from the fills.
